Security Agencies Raise Alarm Over Surge in ISIS Propaganda Targeting India
Indian security agencies have identified a significant increase in propaganda and recruitment activities by the Islamic State of Iraq and Syria (ISIS), with India emerging as a key target in recent campaigns.
Intelligence officials report that ISIS media networks are specifically urging operatives to carry out large-scale attacks at crowded public venues across India, while simultaneously stepping up fundraising efforts to strengthen the Afghanistan-based Islamic State Khorasan Province (ISKP).
“We’ve observed a marked shift in their messaging strategy toward Indian targets,” an Intelligence Bureau official told reporters. “While their propaganda directed at Western nations focuses on disrupting high-profile events like the FIFA World Cup, the content aimed at India explicitly calls for mass-casualty attacks in densely populated areas.”
The fundraising campaigns have intensified particularly this month, with appeals for donations being framed as “sadaqat” (charity) and increasingly conducted through cryptocurrency channels to avoid detection. Security officials believe these funds are being channeled directly to support ISKP operations in Afghanistan.
Regional dynamics have created favorable conditions for this resurgence. The ISKP has strategically exploited tensions between Pakistan and Afghanistan, using this regional instability to rebuild networks previously constrained by Taliban pressure. With attention diverted by border conflicts, the group has found breathing room to reorganize.
“This urgency explains the renewed push for funds,” another intelligence official explained. “They recognize this window of opportunity may be temporary, so they’re accelerating efforts to build capacity while conditions permit.”
Analysts note that the ISKP views a major attack in India as both a strategic objective and a recruitment tool. Their propaganda prominently features the concept of establishing a Caliphate centered in Jammu and Kashmir, a narrative that has successfully radicalized some individuals who believe the group capable of achieving these ambitious territorial goals.
To expand their reach, ISIS has developed a sophisticated media operation spanning numerous platforms. The Al-Azaim Foundation for Media Production serves as the central hub for these communications, distributing content across both open and encrypted channels. While general misinformation spreads openly, specific calls for attacks and fundraising occur through secure messaging services.
The operation demonstrates remarkable linguistic versatility, disseminating content in twelve languages including Pashto, Dari, Arabic, Urdu, Farsi, Uzbek, Tajik, Turkish, Russian, Hindi, Malayalam, and English. Recent intelligence suggests the group has begun leveraging artificial intelligence to expand into additional languages and produce convincing fake content.
“They’re using AI to create fabricated videos showing ordinary Indian locations as scenes of communal violence,” an official revealed. “These sophisticated forgeries depict attacks on minority communities that never occurred, clearly designed to provoke unrest and communal tensions.”
Beyond the Al-Azaim Foundation, the ISKP also publishes Khurasan Ghag, a Pashto-language magazine specifically targeting South Asian audiences. Recent editions have become notably more aggressive in tone when addressing Indian readers.
Security agencies are increasingly concerned that this coordinated propaganda push, combined with sophisticated fundraising operations and targeted recruitment, signals preparations for potential attacks. The integration of advanced technology into their disinformation campaigns represents a troubling evolution in terrorist tactics focused on the Indian subcontinent.
Officials have urged heightened vigilance at potential target locations while working to disrupt the digital networks facilitating these campaigns. Counter-terrorism units are collaborating with international partners to track financial flows and identify individuals being radicalized through these channels.

The cost guidance is better than expected. If they deliver, the stock could rerate.

If AISC keeps dropping, this becomes investable for me.
