India Monitors Renewed ISI Efforts to Spread Anti-India Propaganda Internationally

Indian intelligence agencies have intensified their monitoring of Pakistan’s Inter-Services Intelligence (ISI) backed pressure groups operating abroad that are attempting to revive anti-India narratives, particularly regarding Jammu and Kashmir.

According to intelligence officials speaking on condition of anonymity, Pakistan has begun increasing financial support to these groups after a period of relative inactivity between 2020 and 2024. These organizations are reportedly being funded to speak at international forums with the specific aim of portraying India in a negative light.

“There appears to be a coordinated effort aimed at stepping up pressure against India by driving a false narrative,” said an intelligence official familiar with the matter. “The ISI is pumping in funds to activate these groups so they can speak at various international platforms.”

The renewed propaganda campaign primarily focuses on Jammu and Kashmir, with particular emphasis on the abrogation of Article 370 in August 2019, which revoked the region’s special autonomous status. Officials indicate the strategy aims to characterize the Indian government as an “aggressor” in the region.

This development comes at a time when Jammu and Kashmir has experienced significant improvements in security and economic conditions. Following the revocation of Article 370, the region has witnessed a tourism boom and a substantial decline in separatist activities and terrorist incidents, contradicting critics’ predictions.

Intelligence reports suggest Pakistan is also financing the production of short films and documentaries designed to portray human rights violations allegedly occurring under Prime Minister Narendra Modi’s administration. These materials are expected to be showcased across multiple countries to build an international narrative against India’s governance in Jammu and Kashmir.

“It’s a deep-rooted conspiracy,” an official explained. “They plan to produce these documentaries and then showcase them internationally, using them as a foundation for further conversations and pressure on India.”

The ISI-backed groups reportedly intend to organize seminars and discussions both within India and abroad to internationalize the Kashmir issue and gain support from global leaders. Officials have identified organizations such as the World Kashmir Awareness (WKA) and Kashmiri American Council (KAC) as key players in this propaganda effort.

These organizations, reportedly led by individuals such as Ghulam Nabi Mir and Ghulam Nabi Fai, have previously engaged in international lobbying activities to present Pakistan’s perspective on Kashmir. Fai has organized seminars specifically designed to project Pakistan’s position on the disputed territory.

“The main theme of this entire project is to suggest that the Indian government is violating human rights in Jammu and Kashmir, and hence the Union Territory should be separated from the country,” one official stated.

Indian security agencies remain concerned about the potential international impact of these campaigns but appear confident that local Kashmiri youth will remain largely unaffected. Officials believe the youth in the region have moved beyond separatist ideologies and are focused on more positive developments for their future.

The ISI’s efforts to revitalize anti-India sentiment abroad represent a return to a familiar strategy that has seen limited success in recent years. As tourism flourishes and violence decreases in Jammu and Kashmir, Pakistan appears determined to counter the narrative of stability and progress with renewed propaganda efforts.

Indian intelligence agencies continue to monitor these activities closely, recognizing the potential for misinformation to influence international perceptions even as ground realities in the region tell a different story.
