Iran’s Propaganda Campaign Targets Diaspora Amid Ongoing Middle East Conflict

As the military conflict between Iran, the United States, and Israel intensifies, a parallel battle is unfolding away from the traditional battlefield. According to Ashkan Rostami, an Italian Persian geopolitical analyst specializing in Middle Eastern dynamics, the Iranian regime has launched a sophisticated propaganda campaign targeting Iranian citizens living abroad, particularly in Europe.

Rostami, who works with the Institute for a New Middle East, explains that with domestic internet restrictions limiting communication within Iran, the regime has shifted focus to influencing the diaspora who often speak on behalf of those inside the country.

“After the war began, the Islamic regime absolutely began to do its propaganda outside Iran,” Rostami said. “They cut the internet and the people inside Iran can’t do anything, while the people outside Iran, the diaspora, the Iranian diaspora actually talked on behalf of the people inside Iran.”

The outreach campaign has been deliberate and widespread. Rostami confirmed that Iranian citizens living abroad, not only in Italy but in other European countries as well, have received coordinated emails from Iranian authorities. These communications came in two forms: one inviting recipients to join what Rostami described as a campaign “to be beside the regime” and “fight for the regime against what they call the big and small Satan, so United States and Israel,” while the second focused on soliciting financial support.

Particularly concerning was the variety of payment methods offered. “A Red Cross account in Kenya” was mentioned as one unusual route for financial contributions, which Rostami found “really strange.” More direct methods included transfers to “the official bank account of the embassy in Italy” or bringing cash directly to the embassy.

The campaign, titled “Sacrifice of Life,” echoes historical propaganda efforts. Rostami connected it to similar initiatives during the Iran-Iraq war in the 1980s, particularly the infamous “keys to heaven campaign” where young Iranians were given symbolic keys they were told would “open heaven if they were martyred.”

European Response Remains Limited

Despite the open nature of this outreach campaign, European governments have been reluctant to take action. “As I know, right now, there isn’t any pushbacks,” Rostami noted regarding Italy’s response. “No European countries, specifically Italy that I know of, they didn’t do anything against the campaign.”

This hesitancy appears driven by economic considerations. “I think there are so many economic interests, especially in Europe,” Rostami explained, specifically mentioning Spain, Italy, and the UK as having taken positions favorable to the Islamic Republic. “Their economic ties to the Islamic Republic were stronger than many people had assumed,” he added.

The situation has been further complicated by ongoing diplomatic engagement. Rostami noted that Italian Foreign Minister Antonio Tajani recently held talks with Iranian Foreign Minister Abbas Araghchi, discussing collaboration and potential paths to ending the conflict—a development Rostami described as “really strange” given the current tensions.

Economic Pressure Mounting on Iran

Beyond the propaganda efforts, Rostami believes the regime is under severe economic strain. “They are really fractured right now,” he assessed. “Economically, they can’t control the country.”

He estimated that sanctions and blockades are costing Iran approximately $500 million daily. This financial pressure, combined with military operations, has created what Rostami describes as a multi-dimensional conflict involving “economic war, and maybe political war, and in some ways, propaganda war” alongside conventional military actions.

Regarding the timeline of the conflict, Rostami predicts it will not be endless but could continue for “at least four or five months.” He believes the regime will “either surrender using the negotiations, or they will surrender using military force,” adding that if they don’t surrender, “they will get obliterated, they will not exist anymore.”

Internal Security Apparatus Shows Potential Strain

While definitive information about Iran’s internal situation remains limited due to communication restrictions, Rostami pointed to potential cracks in the security apparatus. He expressed surprise that the regular army has not sided with the Iranian people, as some observers had anticipated.

Though unable to confirm specific defections within the Islamic Revolutionary Guard Corps (IRGC), Rostami highlighted concerning indicators, such as the regime’s reliance on “young children” to maintain control posts in Tehran and other cities—suggesting possible personnel shortages among experienced IRGC and Basij forces.

The uncertainty extends to the IRGC leadership itself. Rostami mentioned that commander Ahmad Vahidi “has direct contacts with Supreme Leader Mojtaba Khamenei,” while Parliament Speaker Mohammad-Bagher Ghalibaf “wants to negotiate. At least it looks like this.”

Taken together, these developments suggest a regime facing unprecedented pressure on multiple fronts. While the outcome remains uncertain, the combination of international military actions, economic sanctions, and domestic instability appears to be testing the Islamic Republic’s resilience in ways not seen in recent history.
