French authorities have detained three individuals linked to the humanitarian organization SOS Donbass on suspicion of promoting Russian propaganda and gathering sensitive information, officials confirmed yesterday.

The suspects, whose identities have not been released to the public, are under investigation for allegedly using the humanitarian group as a front to advance Russian interests in France and collect intelligence that could potentially undermine French national security.

SOS Donbass, which purports to provide humanitarian assistance to residents of Ukraine’s eastern Donbass region, has come under scrutiny from French intelligence services in recent months. Authorities believe the organization may be serving as a vehicle for Russian influence operations on French soil.

“This case represents a concerning example of how seemingly legitimate humanitarian work can be exploited for information warfare purposes,” said a source close to the investigation, speaking on condition of anonymity due to the sensitive nature of the ongoing probe.

The Donbass region has been at the center of the Russia-Ukraine conflict since 2014, when Russian-backed separatists declared independence from Ukraine. The area became a focal point in Russia’s full-scale invasion of Ukraine that began in February 2022, with Moscow eventually claiming to annex parts of the territory.

France’s domestic intelligence agency, the Direction Générale de la Sécurité Intérieure (DGSI), has intensified efforts to counter foreign influence operations in recent years, particularly those originating from Russia. Officials have repeatedly warned about Moscow’s sophisticated attempts to shape public opinion and gather intelligence through proxy organizations.

“These detention orders reflect our commitment to protecting France’s information space from malign foreign influence,” a spokesperson for the French interior ministry stated. “We will not allow humanitarian causes to be weaponized for propaganda purposes.”

According to investigators, the suspects allegedly organized events and distributed materials that promoted narratives aligned with Russian state interests, including content that justified Russia’s military actions in Ukraine and criticized Western support for Kyiv.

The case highlights growing concerns across Europe about Russia’s use of “hybrid warfare” tactics, which blend conventional military operations with information warfare, cyber activities, and economic pressure. Several European countries have recently taken measures against individuals and organizations suspected of advancing Russian interests while operating under various guises.

Security experts point out that humanitarian organizations focused on conflict zones can be particularly vulnerable to infiltration or exploitation by state actors seeking to gain legitimacy or gather intelligence.

“What makes these operations particularly insidious is how they exploit genuine humanitarian concerns,” explained Dr. Marie Dupont, a specialist in information security at Sciences Po in Paris. “People with sincere intentions to help civilian populations can unwittingly become part of influence operations designed to shape public perception.”

The French judiciary will now determine whether to file formal charges against the three individuals. If convicted of acting as agents of foreign influence, they could face significant prison sentences under French law.

The investigation comes amid heightened tensions between Western nations and Russia over the ongoing war in Ukraine. France has been a strong supporter of Ukraine, providing military equipment, humanitarian aid, and diplomatic backing since the beginning of Russia’s full-scale invasion.

Ukrainian officials have welcomed the French action, with a representative from Ukraine’s foreign ministry stating that “exposing Russian propaganda networks operating under humanitarian pretenses is crucial for maintaining European solidarity with Ukraine.”

The case represents part of a broader pattern of European security services taking increasingly assertive measures against suspected Russian influence operations as the war in Ukraine approaches its third year with no end in sight.
