In a controversial incident that has sparked national debate, an Immigration and Customs Enforcement (ICE) officer fatally shot a woman identified as Renee Nicole Good during an immigration operation in Minneapolis on January 7. The shooting has ignited tensions between federal authorities and local officials, with conflicting accounts of what transpired.

Homeland Security Secretary Kristi Noem initially characterized the incident as an “act of domestic terrorism” against ICE officers, claiming the victim “attempted to run them over and rammed them with her vehicle.” Noem stated that an officer “acted quickly and defensively, shot, to protect himself and the people around him.”

However, this narrative quickly came under scrutiny as Minnesota state and local officials disputed the federal government’s version of events. The controversy deepened when subsequent reporting by The New York Times and The Washington Post revealed video evidence that appeared to contradict Noem’s initial claims.

Fox News coverage of the incident evolved over the course of the day. According to media watchdog Media Matters, the network aired clips or quotes from Noem’s statements at least 17 times during its January 7 coverage. Early reporting framed the incident as a “ramming” where Good allegedly used her vehicle as a “deadly weapon” against federal agents.

As video footage began to emerge, some Fox News presenters briefly adopted a more cautious approach, suggesting viewers should “let the facts come in” and acknowledging the incomplete nature of available information. Several segments noted a “shifting narrative” and the possibility that the administration’s initial claims might have constituted “bad information.”

This moment of restraint proved short-lived. By evening programming, Fox had largely returned to echoing the administration’s portrayal, describing the incident as a case where the woman was “blocking” ICE agents, refusing to comply with orders, and attempting “to ram them with her car.”

State and local officials have harshly criticized both the administration’s claims and media outlets that repeated them, calling it a “garbage narrative” pushed by a “propaganda machine.” The controversy has extended beyond political circles, with CNN reporting that multiple Department of Homeland Security officials have “privately expressed shock” regarding their agency’s “immediate response” to the shooting.

A detailed analysis by The New York Times indicated that Good’s “vehicle appears to be turning away” from the officer at the time he opened fire, with the SUV’s wheels “pointing to the right, away from the agent.” The Washington Post’s reporting noted, “As the vehicle moves forward, video shows, the agent moves out of the way and at nearly the same time fires his first shot. The footage shows that his other two shots were fired from the side of the vehicle.”

This incident adds to a pattern of controversial statements by the current administration regarding immigration enforcement actions. In October 2025, Noem claimed that “no American citizens have been arrested or detained” by ICE, but a ProPublica investigation published that same month revealed more than 170 U.S. citizens had been detained at raids and protests.

Additional controversies include reports that DHS Assistant Secretary Tricia McLaughlin was “caught posting inaccurate information about the violent arrest of an American teen girl,” according to The Daily Beast. In November, the Chicago Sun-Times reported that a federal judge determined Border Patrol Commander Gregory Bovino, who led operations in Chicago and surrounding suburbs, had “lied in a court deposition… about his own use of tear gas in a confrontation with protesters in Little Village.”

The Minneapolis shooting continues to be investigated, with significant questions remaining about the circumstances that led to Good’s death and the subsequent characterization of events by federal officials.
