The fourth pillar involves control over scarce resources. When basic necessities or opportunities are limited and state-controlled, the power to allocate them becomes a potent tool for maintaining authority.
Media control constitutes the fifth essential element. “You have to have influence, better yet control over the mainstream media,” Kotkin explains.
