Punjab BJP Leaders Dismiss Fears Over Proposed Chandigarh Bill as “Baseless”

Senior Bharatiya Janata Party leaders have moved to quell mounting concerns regarding a proposed constitutional amendment affecting Chandigarh’s administration, calling opposition claims “baseless” and assuring that no legislative changes are planned for the upcoming Winter Session of Parliament.

BJP General Secretary Tarun Chugh took to social media platform X to address what he termed as “fear and confusion” being spread about the proposed Bill. “The Home Ministry’s proposal is limited only to simplifying the process of law-making by the Centre. There is no change in the governance and administration of Chandigarh, nor will there be any impact on Punjab’s traditional relations,” Chugh stated.

The controversy erupted after parliamentary bulletins listed the Constitution (131st Amendment) Bill 2025 among ten provisional bills for the session beginning December 1. The proposed legislation would bring Chandigarh under Article 240 of the Constitution, potentially empowering the President to make regulations directly for the Union Territory.

This proposal sparked immediate backlash from Punjab’s political parties, with leaders across party lines expressing concern about diluting Punjab’s historical claims over Chandigarh, which serves as the capital for both Punjab and Haryana states.

Addressing these concerns, Chugh emphasized that no final decision has been made on the Bill. “Any decision will be taken only after extensive consultations with all stakeholders, giving the highest priority to the interests of Punjab and Chandigarh,” he said, adding that the BJP and Modi government remain “fully committed to the pride, peace and development of Punjab and Chandigarh.”

The Union Home Ministry also issued a statement Sunday clarifying it has no intention to introduce the proposed Bill during the upcoming Winter Session. The Ministry insisted the proposal doesn’t aim to alter traditional arrangements between Chandigarh and the states of Punjab and Haryana.

Punjab BJP Working President Ashwani Sharma went further, accusing the Aam Aadmi Party (AAP), Congress, and Shiromani Akali Dal of deliberately running “false and misleading propaganda” against the BJP. Sharma characterized the “atmosphere of fear” as political theater designed to distract from governance failures.

“BJP has protected Punjab’s rights at every step, whether it is the issue of water, Chandigarh, or any other matter related to the interests of Punjab,” Sharma stated, adding that Prime Minister Narendra Modi and the central government have consistently maintained a “pro-Punjab” stance.

The political sensitivity surrounding Chandigarh stems from decades-old disputes following Punjab’s reorganization. The city has functioned as the shared capital of Punjab and Haryana since 1966, with both states maintaining historical claims over the territory. Any perceived changes to Chandigarh’s status invariably trigger strong reactions across Punjab’s political spectrum.

Sharma attempted to shift blame onto rival parties, claiming that issues related to water sharing, Chandigarh, and Centre-state relations resulted from “decades-long mistakes” by Congress and Akali Dal governments. He suggested these parties were raising concerns about the proposed Bill to deflect attention from their own failures to resolve these longstanding issues.

The BJP leader also accused the AAP government of failing on multiple fronts, including controlling organized crime, preventing illegal mining, and providing adequate compensation to flood victims. “To divert public attention from all this, they are making baseless allegations against the BJP,” Sharma claimed.

As the controversy continues to simmer, the clarifications from BJP leaders and the Home Ministry appear aimed at defusing tensions ahead of the parliamentary session, while positioning the BJP as defenders of Punjab’s interests against what they characterize as politically motivated fear-mongering by opposition parties.
