Belarusian Hackers Launch New Bot to Identify Security Forces After Previous Tool Blocked

Belarusian hacktivist group “Cyber Partisans” has launched a new Telegram bot designed to identify security officials, replacing their previous tool which ceased functioning in late October. The group’s spokesperson has refuted claims that they lost control of their data to Belarusian authorities.

The announcement comes after rumors circulated on pro-government Telegram channels suggesting the hackers had lost control of their database, allegedly allowing security forces to access sensitive information. These claims implied a significant security breach for the opposition-aligned group.

“The previous bot was simply blocked by Telegram, which happens periodically,” Yuliana Shemetovets, press secretary for the Cyber Partisans, told Nasha Niva in a statement. “It’s likely that the service received numerous complaints regarding personal data being shared through the platform, prompting Telegram to take action.”

The Cyber Partisans have now established a replacement bot, operating under the handle @voka_zmagara_bot. According to the group, this new tool contains updated information about Belarusian security agents current through late 2024, representing a significant expansion of their intelligence gathering capabilities.

Additionally, the database includes information about civilian informants who reportedly provided intelligence to Belarusian police regarding political protests. This data covers informant activities up to mid-2021, a period that followed the contested 2020 presidential election which triggered widespread demonstrations across Belarus.

The practice of “doxxing” – revealing identifying information about individuals online – has become a controversial tactic in the ongoing political struggle in Belarus. Opposition activists defend these methods as necessary for accountability in a country where official channels of justice have been compromised, while government supporters view it as dangerous vigilantism.

Belarus has experienced heightened political tensions since the disputed 2020 election that saw Alexander Lukashenko claim victory for a sixth consecutive term. International observers widely condemned the election as fraudulent, and subsequent protests were met with harsh crackdowns by security forces. Thousands of Belarusians were detained, with human rights organizations documenting numerous cases of torture and mistreatment.

The Cyber Partisans emerged during this period as one of several hacktivist groups aligned with the Belarusian opposition. The group has claimed responsibility for numerous cyberattacks against government infrastructure, including accessing police databases, transportation systems, and other state resources.

Cybersecurity experts note that the digital battleground has become increasingly important in Belarus’s political landscape. “What we’re seeing is the evolution of opposition tactics in restrictive environments,” explained one analyst who specializes in post-Soviet digital security issues. “When traditional methods of accountability fail, opposition movements increasingly turn to digital tools to exert pressure.”

The Belarusian government has responded to these activities by strengthening its cybersecurity measures and passing legislation that criminalizes various forms of online dissent. Authorities have characterized groups like Cyber Partisans as “extremist organizations” and have prosecuted individuals for merely being affiliated with such groups on social media.

As digital tools continue to evolve in this contested space, both government forces and opposition groups are likely to develop increasingly sophisticated methods for advancing their objectives in what has become one of Europe’s most restrictive information environments.
