Wisconsin Judge Resigns After Conviction in Immigration Case
Wisconsin Judge Hannah Dugan has resigned from her position following her December conviction on obstruction charges related to helping an immigrant evade federal immigration officers.
Dugan submitted her resignation letter to Wisconsin Governor Tony Evers on Saturday, as Republican lawmakers were preparing to launch impeachment proceedings against her. A spokesperson for Governor Evers confirmed receipt of the letter and stated the governor would work promptly to fill the vacancy on the Milwaukee County bench.
In her resignation letter, Dugan defended her decade-long judicial career, stating she had handled thousands of cases with “a commitment to treat all persons with dignity and respect, to act justly, deliberately and consistently, and to maintain a courtroom with the decorum and safety the public deserves.”
However, she acknowledged that the case against her had become an overwhelming distraction. “As you know, I am the subject of unprecedented federal legal proceedings, which are far from concluded but which present immense and complex challenges that threaten the independence of our judiciary,” Dugan wrote, adding that she would continue her legal fight “for myself and for our independent judiciary.”
The charges against Dugan stemmed from an incident in April 2023, when federal prosecutors accused her of deliberately interfering with immigration officers attempting to arrest a Mexican immigrant outside her courtroom. According to court documents, Dugan directed Eduardo Flores-Ruiz, a 31-year-old who had illegally reentered the United States, out through a private jury door to evade Immigration and Customs Enforcement agents.
Federal agents had gone to the Milwaukee County courthouse after discovering that Flores-Ruiz was scheduled to appear before Dugan for a hearing related to a state battery case. When confronted by immigration officers, Dugan challenged the validity of their administrative warrant and directed them to the office of Milwaukee County Chief Judge Carl Ashley.
After the agents departed, prosecutors said Dugan led Flores-Ruiz and his attorney out through the private exit. Agents spotted him in a corridor, pursued him outside, and arrested him following a foot chase. The U.S. Department of Homeland Security confirmed in November that Flores-Ruiz has since been deported.
A federal jury convicted Dugan of felony obstruction on December 19, making her case a flashpoint in the ongoing national debate over immigration enforcement. The case drew national attention, with President Donald Trump highlighting it as part of his administration’s broader immigration crackdown initiatives.
Democrats characterized the prosecution as an attempt to intimidate judges who might oppose federal immigration operations, while Republicans viewed it as appropriate accountability for a judge who violated federal law.
Wisconsin Assembly Speaker Robin Vos, a Republican, praised Dugan’s decision to step down, stating, “I’m glad Dugan did the right thing by resigning and followed the clear direction from the Wisconsin Constitution.”
Democrat Ann Jacobs, chair of the Wisconsin Elections Commission board, offered a different perspective, suggesting Dugan’s resignation was motivated by a desire to protect judicial independence. “Despite her situation, she is ever the champion of justice, wanting to remove the judiciary from a political battle over her fate. I’m sure this is terribly hard for her but she is true to her faith and her principles,” Jacobs wrote on social media.
The case highlights the growing tensions between state and federal authorities over immigration enforcement responsibilities, particularly in courthouses, which some judges and local officials argue should remain neutral spaces where individuals can access justice without fear of deportation.
Governor Evers will now begin the process of appointing a new judge to fill Dugan’s position on the Milwaukee County bench, while Dugan continues to fight her federal conviction through the appeals process.

The resignation is likely the prudent move, though the underlying issues around immigration enforcement and the role of the judiciary are highly contentious. This case highlights the challenges judges can face in balancing competing interests and principles.
Indeed, these types of cases put judges in a difficult position, where they have to weigh legal, ethical, and political considerations. The public will be watching closely to see how this plays out.
The details of this case are murky, but it’s clear that immigration enforcement and the role of the judiciary are highly charged topics. Reasonable people can disagree, but it’s crucial that the legal process is allowed to play out without undue political pressure.
Well said. These are sensitive issues where emotions can run high, but the integrity of the judicial system must be preserved. It will be important to monitor how this situation unfolds and ensure a fair and impartial outcome.
While I understand the judge’s stated motivations, obstructing the enforcement of immigration laws is a serious matter. Regardless of one’s views on the policies, judges must uphold the law. This resignation seems appropriate, though the broader debate will surely continue.
You make a fair point. Judges have an obligation to follow the law, even when it conflicts with their personal views. This case underscores the delicate balance they must strike in the judicial system.
This is a concerning development, as it appears to undermine the independence of the judiciary. While the specifics are complex, any attempt to impeach a judge for their rulings is highly problematic and warrants close scrutiny.
I agree, the threat of impeachment raises worrying questions about political interference in the judicial process. The separation of powers is a fundamental principle that must be upheld, regardless of the political leanings of those involved.
Interesting case – the judge seems to have taken a principled stance, but clearly ran afoul of the law. It will be important to understand the full context and implications for judicial independence going forward.
I agree, this is a complex issue with important implications. It will be worth following how the case develops and the response from different stakeholders.
