Wisconsin Judge Resigns After Conviction in Immigration Case
Wisconsin Judge Hannah Dugan has resigned from her position following her December conviction on obstruction charges related to helping an immigrant evade federal immigration officers.
Dugan submitted her resignation letter to Wisconsin Governor Tony Evers on Saturday, as Republican lawmakers were preparing to launch impeachment proceedings against her. In her resignation letter, Dugan defended her decade-long judicial career, stating she had handled thousands of cases with “a commitment to treat all persons with dignity and respect, to act justly, deliberately and consistently, and to maintain a courtroom with the decorum and safety the public deserves.”
However, she acknowledged that the case against her had become an overwhelming distraction. “As you know, I am the subject of unprecedented federal legal proceedings, which are far from concluded but which present immense and complex challenges that threaten the independence of our judiciary,” Dugan wrote, adding that she would continue her legal fight “for myself and for our independent judiciary.”
The charges against Dugan stemmed from an incident in April 2023, when federal prosecutors accused her of deliberately interfering with immigration officers attempting to arrest a Mexican immigrant outside her courtroom. According to court documents, Dugan directed Eduardo Flores-Ruiz, a 31-year-old who had illegally reentered the United States, out through a private jury door to evade Immigration and Customs Enforcement agents.
Federal agents had gone to the Milwaukee County courthouse after discovering that Flores-Ruiz was scheduled to appear before Dugan for a hearing related to a state battery case. When confronted by immigration officers, Dugan challenged the validity of their administrative warrant and directed them to the office of Milwaukee County Chief Judge Carl Ashley.
After the agents departed, prosecutors said Dugan led Flores-Ruiz and his attorney out through the private exit. Agents spotted him in a corridor, pursued him outside, and arrested him following a foot chase.
