Federal, Local Officials Clash Over Fatal ICE Shooting in Minneapolis

Federal officials and Minneapolis leaders are sharply disputing the circumstances surrounding the fatal shooting of a 37-year-old woman by an Immigration and Customs Enforcement officer on Wednesday in a residential neighborhood south of downtown Minneapolis.

The incident, which occurred about a mile from where George Floyd was killed in 2020, has ignited protests and highlighted tensions between federal immigration enforcement and local authorities amid the Trump administration’s intensified immigration crackdown.

Renee Nicole Macklin Good died of gunshot wounds to the head after an ICE officer fired at least two shots at close range into her Honda Pilot SUV. Macklin Good, who described herself on social media as a “poet and writer and wife and mom” originally from Colorado, had recently lived in Kansas City, Missouri, where public records show she co-founded a business called B. Good Handywork last year.

Videos captured by bystanders and shared on social media show the confrontation unfolding when an officer approached Macklin Good’s SUV, which was stopped in the middle of the road. The officer can be seen demanding the driver open the door while grabbing the door handle. As the vehicle begins to move forward, another ICE officer positioned in front of the vehicle draws his weapon and immediately fires multiple shots, jumping backward as the SUV advances.

After the shooting, the vehicle hit two parked cars before crashing to a stop. In one video from the scene, a woman identifying herself as Macklin Good’s wife is seen sobbing near the vehicle, saying the couple had only recently arrived in Minnesota and had a 6-year-old child.

Homeland Security Secretary Kristi Noem defended the officer’s actions, describing him as experienced and claiming he had been injured in June after being dragged by a vehicle driven by an anti-ICE protester. Noem said the officer was hit by Macklin Good’s vehicle during Wednesday’s incident and was briefly hospitalized before being discharged.

“Our officer followed his training, did exactly what he’s been taught to do in that situation, and took actions to defend himself and defend his fellow law enforcement officers,” Noem stated during a briefing.

According to Noem, ICE officers were attempting to push a vehicle out of snow when protesters confronted them. She claimed Macklin Good was blocking the officers with her vehicle and refused commands from law enforcement.

“She then weaponized her vehicle, and she attempted to run a law enforcement officer over with it,” Noem asserted. “This appears as an attempt to kill or to cause bodily harm to agents, an act of domestic terrorism.”

However, Minneapolis officials have forcefully rejected this characterization of events. Police Chief Brian O’Hara gave no indication that Macklin Good was trying to harm anyone when describing the shooting to reporters.

Minneapolis Mayor Jacob Frey was more direct, calling Noem’s account “garbage” and saying he had watched videos showing the shooting wasn’t self-defense and could have been avoided. Frey criticized the federal deployment of more than 2,000 officers to the Minneapolis-St. Paul area.

“They’re ripping families apart. They’re sowing chaos on our streets, and in this case, quite literally killing people,” Frey said.

The shooting has drawn hundreds of angry protesters to the scene and marks at least the fifth death resulting from the aggressive immigration enforcement operations launched by the Trump administration last year. The incident has further strained relations between federal authorities and local communities as debates over immigration enforcement tactics intensify.

The ICE officer who fired the shots has not been publicly identified. Federal authorities maintain the shooting was justified as self-defense, while local officials argue the use of deadly force was unnecessary and avoidable.

As investigations continue, the conflicting narratives highlight the deep divisions over immigration enforcement approaches and use-of-force policies that have become increasingly contentious under the current administration’s hardline immigration stance.
