Minnesota Governor Proposes $10 Million Relief Package for Businesses Affected by Immigration Enforcement

Minnesota Democratic Gov. Tim Walz unveiled a $10 million emergency relief package Thursday aimed at supporting small businesses impacted by recent federal immigration enforcement operations in the state. The proposal comes as Border Czar Tom Homan announced the conclusion of Operation Metro Surge in Minnesota.

Under Walz’s plan, eligible businesses would receive forgivable loans ranging from $2,500 to $25,000 if they can demonstrate “substantial revenue loss” during specific dates corresponding to the federal immigration operation.

“The campaign of retribution by the federal administration has been more than a short-term disruption; it has inflicted long-term damage on Minnesota communities,” Walz said in a statement. “Recovery will not happen overnight. Families, workers, and business owners are feeling the effects, and our responsibility is clear: we will help rebuild, stabilize these businesses, protect jobs, and ensure Minnesota’s economy can recover and thrive.”

The governor’s office highlighted testimony from affected business owners, including Henry Garnica of CentroMex in East St. Paul, who described the past few months as “some of the hardest I’ve experienced as a business owner.”

“Sales are down, we have limited hours, and we have had to change how we operate,” Garnica stated. “This proposed forgivable loan package would give businesses like mine breathing room — to keep employees on payroll and keep our doors open. For some of us, it could mean the difference between surviving and closing for good.”

The proposal has drawn immediate criticism from Republicans, who expressed concerns about potential fraud. Minnesota has been under scrutiny for alleged welfare fraud schemes in recent years, with federal prosecutors investigating hundreds of millions of dollars in fraudulent claims related to food assistance, autism services, and daycare systems.

House Majority Whip Tom Emmer, R-Minn., reacted sharply on social media, posting: “BREAKING: Tim Walz opens up a new avenue for fraud in Minnesota.” President Donald Trump has previously claimed that fraud in the state exceeded $19 billion.

Minnesota Republican state Sen. Michael Holmstrom voiced strong opposition, calling the proposal an “immediate NO from me” and adding that Minnesota taxpayers “do not deserve to have more money stolen from them.”

Rep. Eli Crane, R-Ariz., referenced previous controversy surrounding Minnesota’s daycare system fraud allegations in his criticism of the proposal. His comments pointed to a viral video by YouTuber Nick Shirley that documented daycare centers allegedly receiving public funds without providing services.

The timing of Walz’s proposal follows his Thursday news conference where he demanded that the federal government “pay for what they broke” after the Trump administration announced it would reduce its enforcement presence in the Twin Cities. During that conference, the governor claimed federal law enforcement’s presence in the state was leaving “deep damage” and “generational trauma.”

The proposed relief package represents the latest development in ongoing tensions between state and federal authorities over immigration enforcement. While Walz portrays the measure as essential economic support for struggling businesses, critics view it as fiscally irresponsible given the state’s history with fraud allegations.

As Minnesota grapples with these competing concerns, the debate highlights broader national divisions over immigration policy, economic assistance, and the proper relationship between federal and state governments during enforcement operations.
