The Trump administration announced Tuesday it is withholding critical funding for family support programs in five Democratic-led states, citing concerns about alleged widespread fraud. The affected states—California, Colorado, Illinois, Minnesota, and New York—have yet to receive official notification of the funding pause.

“For too long, Democrat-led states and Governors have been complicit in allowing massive amounts of fraud to occur under their watch,” said U.S. Department of Health and Human Services spokesperson Andrew Nixon in a statement.

The administration has provided few specifics about the alleged fraud or the scope of the funding freeze, which was initially reported by the New York Post. An anonymous White House budget official, speaking without authorization, claimed the decision stemmed from states “pouring money out” to undocumented immigrants.

New York Governor Kathy Hochul has already signaled her intention to challenge the move in court, joining a long list of legal battles between Democratic-led states and the Trump administration. “We’ll fight this with every fiber of our being, because our kids should not be political pawns in a fight that Donald Trump seems to have with blue state governors,” Hochul stated.

The programs targeted by the funding freeze serve as essential support systems for vulnerable Americans. The Child Care Development Block Grant provides day care subsidies for low-income families, enabling parents to work or pursue education. Temporary Assistance for Needy Families (TANF) offers cash assistance and job training to help impoverished parents afford necessities and achieve financial independence. The Social Services Block Grant, though smaller in scope, funds various social service initiatives.

Colorado Governor Jared Polis’s office expressed concern about the potential impact: “These resources support families in need and help them access food and much more. If true, it would be awful to see the federal government targeting the most needy families and children this way.”

While President Trump has not addressed the specific funding cuts, he posted on social media Tuesday that “The Fraud Investigation of California has begun.” California Governor Gavin Newsom’s spokesperson Tara Gallegos responded sharply, calling Trump “a deranged, habitual liar whose relationship with reality ended years ago” and defended California’s efforts to combat fraud in government programs.

New York Senator Kirsten Gillibrand criticized the move as politically motivated rather than focused on addressing actual fraud. “It’s our job to serve the people most in need and most at risk—no matter what state they live in or what political party their family or elected representatives belong to,” she said. “To use the power of the government to harm the neediest Americans is immoral and indefensible.”

The Trump administration has increasingly focused on fraud allegations in federally funded programs in recent months. Federal child care funding to Minnesota was suspended in late October amid investigations into alleged fraud at daycare centers operated by people with Somali heritage. Subsequently, HHS officials announced that all states must provide enhanced verification before receiving child care funds, though many states report receiving no guidance on these new requirements.

The administration has also targeted the Supplemental Nutrition Assistance Program (SNAP), halting administrative funding to several predominantly Democratic-led states until they provide detailed recipient information—a process that could take months. Officials claim data from Republican-controlled states indicates fraud may be more pervasive than previously thought, though they have not released evidence supporting this assertion.

In a further expansion of fraud investigations, Dr. Mehmet Oz, administrator of the Centers for Medicare and Medicaid Services, announced on Fox News Tuesday that his agency plans to audit Minnesota’s Medicaid bills, though he did not cite any specific evidence of fraud discovered.

The funding freeze represents the latest in a series of conflicts between the Trump administration and Democratic-led states, potentially impacting millions of vulnerable Americans who rely on these programs for essential support.
