Trump Administration Freezes Minnesota Child Care Funds Amid Fraud Allegations

The Trump administration announced Tuesday it is suspending child care funding to Minnesota and demanding comprehensive audits of day care centers following allegations of widespread fraud involving government assistance programs.

Deputy Health and Human Services Secretary Jim O’Neill stated on social media platform X that the decision comes in response to “blatant fraud that appears to be rampant in Minnesota and across the country.” O’Neill, who also serves as acting CDC director, referenced claims by a right-wing social media influencer who alleged day care centers operated by Somali residents in Minneapolis had perpetrated up to $100 million in fraudulent activities.

“We have turned off the money spigot and we are finding the fraud,” O’Neill declared in his post.

Minnesota Governor Tim Walz quickly contested the characterization, acknowledging fraud is a serious issue the state has worked for years to address, but arguing the federal action represents a politically motivated attempt to “defund programs that help Minnesotans.” Walz, currently serving as the Democratic vice presidential nominee, described the move as part of “Trump’s long game.”

The federal action follows a pattern of investigations into government program fraud in Minnesota. Most notably, a $300 million pandemic food fraud scheme involving the nonprofit Feeding Our Future resulted in convictions for 57 defendants. Federal prosecutors described it as the nation’s largest COVID-19-related fraud operation, where participants exploited a federally funded program intended to provide meals for children.

More recently, a federal prosecutor suggested that as much as half of the approximately $18 billion in federal funding allocated to 14 Minnesota programs since 2018 may have been misappropriated. The U.S. Attorney’s Office for Minnesota has noted that many defendants in cases involving child nutrition, housing services and autism programs are Somali Americans.

The timing of the funding freeze is significant, coming just one day after U.S. Homeland Security officials conducted fraud investigations at unspecified businesses in Minneapolis. The Administration for Children and Families, which falls under HHS, provides Minnesota with $185 million annually for child care assistance.

“That money should be helping 19,000 American children, including toddlers and infants,” said Assistant Secretary Alex Adams in a video statement. “Any dollar stolen by fraudsters is stolen from those children.”

Adams reported that in a Monday conversation with the director of Minnesota’s child care services, the official couldn’t confirm whether fraud allegations were isolated incidents or indicative of systemic problems across the state.

Beyond the immediate funding freeze, the administration announced new accountability measures for all Administration for Children and Families payments nationwide. These will now require “justification and a receipt or photo evidence” before funds are disbursed. Officials have also established a fraud-reporting hotline and dedicated email address.

The situation has taken on political dimensions during the presidential campaign. Former President Trump has repeatedly criticized Walz’s administration over the fraud cases, using them to draw attention to Minnesota’s Somali community, which is the largest in the United States.

Governor Walz has maintained his administration is taking aggressive action to prevent additional fraud and expects a clearer assessment of the situation when an audit is completed in January. Meanwhile, Democratic U.S. Representative Ilhan Omar, the most prominent Somali American elected official, has cautioned against blaming an entire community for the actions of individuals.

The funding suspension represents a significant disruption to Minnesota’s child care infrastructure during a time when affordable child care remains a critical issue for working families nationwide. The situation highlights the tension between combating government program fraud and maintaining essential services for vulnerable populations.
