FBI Raids Office of Virginia Democratic Senator Amid Corruption Investigation

Federal agents raided the office of Virginia state Senator L. Louise Lucas on Wednesday, marking a significant escalation in a long-running corruption investigation. Sources familiar with the matter told Fox News Digital that federal authorities have been investigating Lucas for years on suspicion of corruption and illegal marijuana sales, with the probe beginning during the Biden administration.

Lucas, who has served in Virginia politics for more than four decades, has faced numerous controversies throughout her career, ranging from questionable handling of campaign funds to potential legal issues with her cannabis dispensary. Her office did not respond to requests for comment regarding the raid.

The veteran lawmaker has become one of the most influential political figures in Virginia, particularly in redistricting efforts. A Republican strategist recently told CNN, “She completely controls what’s happening in Virginia right now,” referring to her central role in the commonwealth’s redistricting fight. The new electoral map, which Lucas championed, was narrowly approved by voters but remains tied up in court challenges.

Casino Connections Raise Ethical Questions

As the top Democrat on Virginia’s Senate Finance and Appropriations Committee, Lucas has considerable influence over gambling legislation and casino project approvals. Her advocacy for expanding casinos in Virginia has coincided with substantial donations from gaming industry players.

Campaign finance records show Lucas received $100,000 from Comstock CEO Christopher Clemente in November 2023, with Comstock Holdings itself donating an additional $100,000 between August 2024 and December 2025. Lucas reportedly played a key role in advancing an $11 billion casino project being developed by Comstock in northern Virginia.

The Rivers Casino Portsmouth, which Lucas has repeatedly highlighted her role in establishing, has contributed tens of thousands of dollars to her campaign since opening in 2023. Additionally, she accepted $165,000 from gambling machine company Pace-O-Matic and its executives while pushing legislation to legalize their devices.

Text messages obtained by the Virginia Mercury revealed that local officials viewed Lucas as a critical powerbroker for gambling project approvals, raising questions about potential conflicts of interest.

Cannabis Store Under Scrutiny

Lucas co-owns a cannabis shop located adjacent to her senatorial office in Portsmouth, which has attracted regulatory attention. Virginia currently allows possession of small amounts of cannabis but prohibits sales of “adult-use” cannabis and pop-up shops.

A Virginia Mercury investigation found products in Lucas’ store containing Delta-9 THC, potentially conflicting with state regulations. The senator has openly promoted her cannabis business on social media, writing in a 2022 post that she was a “78-year-old grandma who legalized pot and now has her own cannabis store.”

Political Controversies

Lucas faced charges in 2020 related to a protest at a Confederate monument in Portsmouth. Protesters damaged statues during the demonstration, and one person was seriously injured when a statue fell. The charges against Lucas were eventually dropped, but the incident led to tensions with local law enforcement.

The senator has also drawn attention for her confrontational political style. When criticized by Senator Ted Cruz over Virginia’s redistricting efforts, Lucas responded with profanity, saying she had “f—ing finished” what Republicans started. She regularly posts provocative memes targeting political opponents, including Virginia Republicans.

Campaign Finance Practices

Lucas has regularly directed campaign funds to historically Black churches in and around her Senate district. Second Calvary Baptist Church received nearly $30,000 in sponsorship payments from Lucas’ campaign between March 2023 and April 2024. The church later held campaign events for Democrats, including former Rep. Abigail Spanberger during her gubernatorial campaign.

New Mount Olivet Baptist Church, where Lucas serves as a deaconess, has received approximately $15,000 from her campaign since 2021. This and other churches receiving Lucas’ campaign funds have encouraged congregants to support Democratic candidates, raising questions about the proper separation of religious institutions from partisan politics.
