Federal Authorities Intensify Investigation into Minnesota Daycare Fraud Allegations

Federal law enforcement has significantly increased its presence in Minnesota following new allegations of widespread fraud by daycare centers operated by members of the Somali community.

Department of Homeland Security Secretary Kristi Noem and FBI Director Kash Patel announced this week a surge in federal operations across the state. The heightened scrutiny comes after a right-wing social media influencer posted a video Friday claiming to have uncovered up to $100 million in fraud perpetrated by Somali-run daycare centers in Minneapolis.

Minnesota officials have acknowledged the claims, with Tikki Brown, commissioner of the Minnesota Department of Children, Youth, and Families, stating at a Monday news conference that state regulators are taking the allegations seriously.

“Officers are conducting a massive investigation on childcare and other rampant fraud,” Noem posted on social media, while Patel indicated the operations aim to “dismantle large-scale fraud schemes exploiting federal programs.”

This investigation adds to Minnesota’s already troubled history with government program fraud. The state has been under scrutiny for years, most notably for the massive $300 million pandemic fraud case involving the nonprofit Feeding Our Future. Federal prosecutors described it as the country’s largest COVID-19-related fraud scheme, where defendants allegedly exploited a federally funded program intended to provide meals for children during the pandemic.

The Feeding Our Future case, which began during President Biden’s administration in 2022, has grown to include 78 defendants, with 57 already convicted either through guilty pleas or trial verdicts. A majority of those charged are of Somali descent.

The scope of fraud investigations in Minnesota continues to widen. In recent press statements, prosecutor Joe Thompson estimated total losses from all fraud cases could exceed $1 billion. More alarmingly, a federal prosecutor recently alleged that potentially half or more of the approximately $18 billion in federal funds supporting 14 Minnesota programs since 2018 may have been misappropriated.

The federal response has particular significance given the political context. President Donald Trump has previously connected his administration’s immigration enforcement actions to fraud cases in Minnesota, specifically mentioning the Somali community. During his campaign, Trump made controversial remarks about Minnesota Somalis, referring to them as “garbage” and expressing that he didn’t want them in the United States.

Minnesota’s Twin Cities area hosts the largest Somali community in the country, with approximately 84,000 of the nation’s 260,000 Somali residents. The vast majority are American citizens—nearly 58% were born in the U.S., and 87% of those born elsewhere have become naturalized citizens.

According to the U.S. Attorney’s Office for Minnesota, of the 92 defendants involved in schemes targeting child nutrition, housing services, and autism programs, 82 are Somali Americans.

The fraud investigations could have political implications for Minnesota Governor Tim Walz, who is also the 2024 Democratic vice presidential nominee. Walz has stated that fraud will not be tolerated and that his administration “will continue to work with federal partners to ensure fraud is stopped and fraudsters are caught.” However, the issue could become a significant factor in the 2026 gubernatorial race should Walz seek a third term.

The governor has acknowledged that the $1 billion fraud estimate could be accurate, noting that an audit due by late January should provide a clearer picture of the extent of the problem. He has defended his administration’s response while pledging to take aggressive action to prevent additional fraud.

Minnesota’s Democratic U.S. Representative Ilhan Omar, the most prominent Somali American elected official, has cautioned against generalizing the actions of a few individuals to an entire community. Her statement reflects concerns about potential backlash against the broader Somali population in Minnesota, most of whom are law-abiding citizens contributing positively to their communities.

As federal agents continue their investigations, the case highlights the complex intersection of fraud enforcement, immigration politics, and community impacts in a state with significant refugee populations.
