President Trump and Republicans are celebrating a major victory in Virginia’s congressional redistricting battle, following the state Supreme Court’s decision to strike down a Democrat-backed ballot measure that would have significantly altered the political landscape ahead of the midterm elections.

“Huge win for the Republican Party,” Trump declared on social media shortly after Virginia’s highest court invalidated the referendum that voters had narrowly approved last month. The ruling represents a critical setback for Democrats in their effort to gain control of the U.S. House of Representatives.

The overturned map would have created four additional left-leaning House districts in Virginia, potentially giving Democrats a commanding 10-1 advantage in the state’s congressional delegation. Instead, the current map, which provides Democrats a slim 6-5 edge, will remain in place for the 2026 elections.

House Democratic Leader Hakeem Jeffries expressed dismay at the court’s decision, stating, “We are exploring all options to overturn this shocking decision.” He vowed that Democrats would “win in November so we can help rescue this nation from the extremism being unleashed by Donald Trump and Republicans.”

The Virginia ruling comes on the heels of a consequential Supreme Court decision that significantly weakened the 1965 Voting Rights Act by ruling that race should not be the primary factor in redrawing legislative district maps. This one-two punch has energized Republicans in their nationwide redistricting efforts while delivering a major blow to Democrats’ hopes of reclaiming the House.

Several Republican-controlled states are moving quickly to capitalize on these legal developments. In Louisiana, GOP Governor Jeff Landry, a close Trump ally, delayed the state’s May U.S. House primaries as the Republican-dominated legislature works to redraw maps that could eliminate one or both of the state’s Black-majority districts currently held by Democrats.

Tennessee Republicans acted with particular speed, passing legislation within days of the Supreme Court ruling to eliminate the state’s only Democrat-controlled congressional district. Governor Bill Lee quickly signed the new map into law, potentially giving Republicans control of all nine districts in the state. Democratic Representative Steve Cohen, whose majority-Black district is being carved up, promised legal challenges, writing, “Trump knows he HAS TO rig the game to keep his majority in November.”

Alabama’s GOP-controlled legislature is advancing similar legislation during a special session called by Republican Governor Kay Ivey. Any new map there would require Supreme Court approval, as the state is currently prohibited from redistricting until 2030 under a previous court order.

In South Carolina, Republican lawmakers are returning to session to consider maps that could threaten the seat of longtime Democratic Representative Jim Clyburn, the only Democrat in the state’s delegation. Meanwhile, Florida Governor Ron DeSantis recently signed legislation that redraws congressional districts to add four more Republican-leaning seats by eliminating districts currently held by Democrats.

This redistricting battle began last spring when Trump first proposed the unusual strategy of mid-decade congressional redistricting. His stated goal was to strengthen the GOP’s fragile House majority to prevent a repeat of 2018, when Democrats recaptured the chamber during his first term. “Texas will be the biggest one. And that’ll be five,” Trump told reporters last summer, referring to potential Republican seat gains.

Democratic resistance materialized when Texas lawmakers fled the state for two weeks to delay passage of redistricting legislation. Democrats in other states also fought back, with California voters passing Proposition 50 in November, which temporarily sidelined the state’s nonpartisan redistricting commission and allowed the Democratic-dominated legislature to draw maps adding five more Democratic-leaning districts.

The redistricting war has spread to numerous states, with mixed results. Republican-controlled Missouri, Ohio, and North Carolina drew new maps as part of Trump’s initiative. However, Republicans faced setbacks in Utah, where a judge rejected their map in favor of one creating a Democratic-leaning district, and in Indiana, where Republican state senators initially defied Trump by rejecting a redistricting bill. Five of those Indiana senators were subsequently defeated by Trump-backed challengers in last week’s GOP primary.

As both parties continue this high-stakes redistricting battle, control of the House of Representatives during the final two years of Trump’s second term hangs in the balance, with potentially profound implications for his legislative agenda.
