Chicago Family Claims Pepper-Spray Attack by Immigration Agents in Grocery Store Parking Lot

A Chicago-area family’s weekend shopping trip turned into a traumatic ordeal when a father and his 1-year-old daughter were allegedly pepper-sprayed by federal immigration agents in a Sam’s Club parking lot in Cicero, Illinois.

Rafael Veraza reported that he, his wife, and their infant daughter Arianna were in their car Saturday when they noticed a helicopter overhead and heard honking—signals that have become common indicators of nearby immigration enforcement activities. As the family attempted to leave the area, Veraza claims a masked agent approached their vehicle and discharged pepper spray through an open window, affecting both him and his daughter.

“My daughter was trying to open her eyes,” Veraza told reporters the following day as his wife held their distressed child. “She was struggling to breathe.”

The incident occurred amid escalating tensions between federal immigration authorities and local communities in the Chicago area, where aggressive enforcement operations have been underway for the past two months. The Department of Homeland Security (DHS), however, has categorically denied the family’s account.

“There was no crowd control or pepper spray deployed in a Sam’s Club parking lot,” said Assistant Secretary Tricia McLaughlin in a statement to the Associated Press on Monday.

The suburban community of Cicero borders Chicago’s Little Village neighborhood, a predominantly Mexican enclave that has found itself at the epicenter of intensified immigration enforcement. Local residents have developed informal alert systems, using car horns and whistles to warn others when federal agents are spotted in the area.

Saturday marked a particularly contentious day in the ongoing operation that has resulted in more than 3,200 arrests across the Chicago region. DHS officials claim agents encountered a “hostile crowd” during enforcement activities and that someone fired at federal officers. They further alleged protesters threw paint cans and bricks at government vehicles, leading local police to respond to reports of gunshots directed at federal agents.

The Rev. Matt DeMateo, a longtime pastor in the area, arrived at the scene to assist the Veraza family and recorded footage of the aftermath, showing the father struggling to see and the toddler crying while her mother attempted to comfort her.

“A family, and I shouldn’t have to say this, but guess what? All U.S. citizens attacked while shopping,” DeMateo said. “We need a better way.”

Local residents, including DeMateo, claim federal agents deployed chemical agents unprovoked. The confrontation later expanded to include protesters challenging Chicago police officers they perceived as aiding federal immigration authorities. During these clashes, a police vehicle reportedly sustained damage to its taillight and windshield.

According to DHS, eight U.S. citizens were arrested during Saturday’s events, though the agency did not specify what charges they might face.

The enforcement tactics employed by federal agents have come under intense legal scrutiny. A federal judge in Chicago recently issued an extensive injunction restricting agents’ use of force, specifically stating that a senior Border Patrol official directing the immigration crackdown had repeatedly misrepresented threats posed by protesters.

The court order limits the use of riot control weapons such as tear gas and pepper balls “unless such force is objectively necessary” to counter “an immediate threat.” It also prohibits physical force against protesters and journalists and requires agents to issue two warnings before deploying riot control measures.

DHS filed an appeal against this ruling on Sunday, signaling the agency’s intent to continue its enforcement approach.

The Chicago immigration operation has drawn widespread criticism for its aggressive tactics. Immigration authorities have conducted arrests at daycare facilities, targeted rideshare drivers at O’Hare International Airport, deployed tear gas in a neighborhood preparing for a Halloween parade, and apprehended landscaping workers.

In a separate legal development, Immigration and Customs Enforcement (ICE) has been ordered to improve conditions at a suburban processing center that activists describe as functioning as a de facto detention center with substandard conditions.
