Virginia Governor Spanberger Under Fire for Alleged Policy Shift on Taxes
Virginia Governor Abigail Spanberger, once heralded as a rising Democratic star, faces mounting criticism as opponents accuse her of abandoning campaign affordability promises in favor of tax increases on numerous services and businesses.
Conservative advocacy group Unleash Prosperity launched a new advertisement Monday directly challenging Spanberger’s economic policies. The ad claims Virginia residents “can’t afford” proposed Democratic tax measures on everyday services like dry cleaning, gym memberships, and pet care—measures critics characterize as a dramatic departure from her campaign messaging.
The governor’s office has pushed back forcefully against these characterizations. In a statement to media outlets, Spanberger’s team emphasized that she “did not sign dozens of tax bills into law because the General Assembly never passed them, and the bills never reached her desk.” Her office maintained that addressing high costs for Virginians remains her administration’s central focus.
Despite these clarifications, Spanberger has faced persistent criticism over her broader approach to revenue measures. Since taking office, she has supported various funding initiatives targeting digital services and business activities as part of efforts to bolster education and healthcare programs in the state.
Steve Moore, economist and co-founder of Unleash Prosperity, characterized Spanberger’s approach as a “bait and switch” tactic. “She campaigned on affordability, and nearly on day one in office, she and Virginia Democrats in Richmond endorsed a catalog of left-wing tax increase proposals on everything from dry cleaners to dog groomers, which make Virginia look like California,” Moore said.
The political fallout has been significant. Recent polling suggests Spanberger’s approval ratings have fallen precipitously in her first months in office. A Washington Post-Schar School poll shows 46% of Virginians now disapprove of her job performance, with 47% approving—giving her the highest disapproval rating of any Virginia governor at this point in their term since 1994. By comparison, her Republican predecessor Glenn Youngkin enjoyed a 54-39 approval rating at the same juncture.
The controversy comes at a particularly sensitive time for Spanberger, who had been positioned as an important voice within the Democratic Party. After her gubernatorial victory helped Democrats regain control in Virginia last year, party leadership selected her to deliver the Democratic response to President Donald Trump’s State of the Union address—a clear indication of her rising national profile.
President Trump has joined the chorus of critics, taking to social media to warn that Spanberger’s policies could trigger an exodus of businesses and residents similar to what has occurred in high-tax states like New York and California. “She is adding so many Taxes, a Food and Beverage Tax, Digital Services Tax, Utilities Tax, and more,” Trump wrote. “People are leaving that would never have even thought of doing so!”
In response, Spanberger has accused Trump and her critics of spreading “misinformation” about her policies. “The president and his allies are talking about taxes that our state legislature never even voted on and I certainly didn’t sign,” she countered on social media platform X. “If they don’t flood the zone with fake news about fake taxes, people might hear about the bills I am signing to lower energy costs, strengthen our schools, make housing more affordable, and bring billions of dollars of business investment to Virginia.”
Her office also highlighted economic development successes, noting that businesses have announced “more than $500 million in new investment in the commonwealth since Governor Spanberger took office in January.”
Political analysts suggest the controversy could have implications beyond Virginia’s borders. Moore framed Spanberger’s situation as a “warning signal to Democrats across the country” ahead of the 2028 presidential election, arguing that her experience exemplifies a broader pattern of Democratic candidates “who run as moderates and as soon as they get in, they move to the extreme left.”
As the debate over Virginia’s economic direction continues, the situation underscores the challenges facing governors attempting to balance campaign promises with governance realities in an increasingly polarized political landscape.

As someone who follows commodity and energy markets, I’m curious to see how this political dynamic might impact policies around mining, fossil fuels, renewables, etc. in Virginia. Redistricting can often have unexpected ripple effects on those industries.
Good point. Shifts in political power can definitely influence the policy environment for extractive and energy industries. It will be interesting to monitor how this situation evolves.
This redistricting issue seems to be a messy political battle. While I understand the desire to hold leaders accountable, the accusations of hypocrisy seem rather vague and unsubstantiated so far. It would be helpful to see more concrete evidence of Spanberger’s policy shifts.
Agreed, the details are still quite murky. I hope the public can get a clearer picture of Spanberger’s actual policies and campaign promises to properly evaluate her record.
The accusations of a ‘dramatic departure’ from campaign promises seem quite hyperbolic without more specifics. I’d like to see more objective analysis of Spanberger’s actual record versus the rhetoric from her critics.
This is a complex issue with lots of partisan spin. While I’m skeptical of the claims of hypocrisy, I do think it’s valid to scrutinize any politician’s record versus their campaign pledges, especially on issues like taxes. Transparency is key.
Agreed, nuance and facts should drive these discussions, not partisan rhetoric. A thorough, fact-based review of Spanberger’s policies would be helpful for voters to form their own conclusions.
As someone interested in the mining/commodities sector, I’ll be watching to see if this political drama has any knock-on effects for relevant industries and regulations in Virginia. Redistricting can sometimes lead to unexpected policy shifts.
