Virginia Governor Denies “Backroom Deal” in Controversial Redistricting Battle

Virginia Governor Abigail Spanberger has firmly denied allegations that she struck a deal with former Representative Elaine Luria to redraw the Second Congressional District boundaries in a way that would favor Democrats.

The controversy erupted after Luria, who previously represented the district and is now challenging Republican incumbent Jennifer Kiggans, was confronted outside an event in Hampton Roads. In a video that has since spread widely on social media, an individual repeatedly asked Luria if she made a “backroom deal” with Governor Spanberger to redraw the district. Luria did not respond to the questions.

“There was no deal,” said Libby Wiet, Spanberger’s top spokeswoman, in a statement to Fox News Digital.

The redistricting effort, led by Senate President L. Louise Lucas, a Democrat from Portsmouth, would significantly alter the Second District by incorporating the heavily liberal areas of Newport News and the city of Franklin while removing more moderate sections of Chesapeake. Political analysts have noted that the current district is considered an “Even” race, but would likely favor Democrats under the proposed boundaries.

Kiggans’ campaign spokesman Joe Link responded to the confrontation video saying it “speaks for itself,” and reminded voters of the upcoming special election on April 21 when Virginians will vote on the Democrats’ redistricting amendment.

The redistricting battle has intensified partisan tensions across Virginia. Senate President Lucas has been particularly vocal about the effort, using social media to mock opponents including former Governor Glenn Youngkin and Representative Rob Wittman. In January, Lucas targeted Kiggans directly with a controversial post depicting the representative in a McDonald’s uniform.

Republicans throughout the commonwealth have expressed outrage at the new maps, which they claim dilute conservative voting power. The Prince William County GOP illustrated their frustration by comparing their county—which would be divided into five pieces under the new plan—to sliced deli meat.

Critics argue that the redistricting effort would effectively marginalize the estimated 45 percent of Virginia’s population that votes Republican or lives in rural areas by concentrating Democratic power in urban centers. Prince William, Arlington, and Fairfax counties would serve as anchors for most of Virginia’s congressional districts under the proposed map.

In Rockingham County, currently represented by Republican Ben Cline, Fairfax-based Delegate Dan Helmer has begun campaigning for the newly drawn 7th District. When questioned about his involvement in the redistricting process, Helmer denied crafting maps for his benefit, stating his role was simply “electing a Democratic majority” as part of his caucus responsibilities.

The controversy expanded further when Representative Donald Beyer, a Democrat from Alexandria, admitted that his party’s redistricting effort was aimed at countering President Donald Trump’s influence—a comment that sparked additional Republican criticism.

House Minority Leader Terry Kilgore, a Republican from Gate City, condemned the redistricting effort as “manifestly unfair” for Virginia. “We’re a 51-49 state, not a 90-10 state. If they’re willing to silence nearly half of the Commonwealth’s voters in the name of ‘fairness,’ what else are they willing to do?” he told Fox News Digital.

The special election on April 21 will determine whether the proposed redistricting moves forward, with Democrats promoting it as “restoring fairness” while Republicans view it as a partisan power grab that undermines representative democracy in Virginia.
