U.S. Immigration and Customs Enforcement has detained a Somali immigrant with connections to several prominent Minnesota politicians, including former Democratic vice-presidential nominee Gov. Tim Walz.
Abdul Dahir Ibrahim, who has been living in the United States illegally since 1995, has had a deportation order against him for nearly two decades. According to Department of Justice documents, Ibrahim entered the U.S. through New York after being deported from Canada, where he had previously been convicted of asylum and welfare fraud.
An immigration judge ordered Ibrahim’s removal in April 2004, highlighting “significant fraud” associated with his case. His subsequent appeals were denied, and in 2006, a circuit court upheld the original deportation decision. Despite this legal history, Ibrahim was granted Temporary Protected Status (TPS) for approximately a decade and has had a pending TPS application since 2023.
Ibrahim’s criminal record in the United States includes a 2002 conviction in Dakota County District Court for providing false information to police and driving without a valid license, resulting in a fine and one year of probation. He has also accumulated a dozen traffic or parking citations since entering the country.
Documentation reviewed by investigators revealed that Ibrahim had previously falsely claimed his sister was his wife and her children were his own, an assertion later determined to be fraudulent.
The case has drawn increased attention due to Ibrahim’s connections with several prominent Minnesota Democrats. Photographs show Ibrahim with Gov. Tim Walz on at least two occasions, as well as with “Squad” member Rep. Ilhan Omar, Minneapolis City Council Member Jamal Osman, and state Sen. Omar Fateh, who recently lost a bid for Minneapolis mayor. Both Osman and Fateh reportedly wrote letters of recommendation for Ibrahim during his immigration proceedings.
The arrest comes amid heightened focus on Minnesota’s Somali immigrant community. The Trump administration recently announced investigations into alleged fraud schemes in the state, which the president characterized as a “hub of money laundering activity.” Treasury Secretary Scott Bessent has launched a probe into allegations that taxpayer dollars were diverted to the terrorist organization al-Shabaab.
Last month, President Trump cited fraud concerns when terminating the Temporary Protected Status designation for thousands of Somali migrants living in Minnesota, stating they should “go back to where they came from.”
Minneapolis officials are now preparing for increased Immigration and Customs Enforcement presence after the agency announced plans for a new operation in the state.
Gov. Walz, who opposed Trump as Kamala Harris’s running mate in the 2024 presidential election, has previously criticized Trump’s rhetoric regarding Minnesota’s Somali community. Walz has defended the community as one that “contributes to the vitality, economic culture of this state” and condemned what he described as “demonizing an entire group of people just by their race and their ethnicity.”
The Ibrahim case highlights ongoing tensions between federal immigration enforcement policies and local political support for immigrant communities. Minnesota has one of the largest Somali populations in the United States, with many arriving as refugees from Somalia’s civil war in the 1990s and early 2000s.
