Independent journalist Nick Shirley made a provocative return visit to the Quality Learning Center in Minneapolis on Tuesday, wearing a sweatshirt emblazoned with “1-800 FRAUD” as he continued to press allegations of widespread fraud at state-funded childcare facilities in Minnesota.

Shirley and his researcher, identified only as “David,” both donned matching sweatshirts that also featured the text “Quality ‘Learing’ Center” – deliberately mirroring a misspelling found on the facility’s signage that has become central to their fraud claims. The pair posted images of their visit on social media with the caption: “WE OUT HERE LEARIN AND STOPPING FRAUD.”

The visit comes just days after Shirley’s original video investigation went viral, sparking national attention and political controversy. During Tuesday’s appearance, David told reporters he had filed a formal criminal complaint against Minnesota Governor Tim Walz several weeks ago, citing violations of Minnesota Statute 3.971, Subdivision 9.

“There’s an investigation ongoing, and I think Tim’s going to have a bad day, and he deserves it, because he allowed this fraud,” David claimed to reporters at the scene.

The controversy stems from Shirley’s video showing multiple visits to state-funded daycare facilities in Minnesota that appeared inactive despite receiving government childcare assistance payments. The Quality Learning Center featured prominently in his investigation, with Shirley alleging the facility was not actually providing services to children while collecting taxpayer funds.

However, state officials and the facility’s management have strongly disputed these characterizations. In a press conference on Monday, Quality Learning Center manager Ibrahim Ali and Minnesota Department of Children, Youth and Families Commissioner Tikki Brown rejected the fraud allegations, suggesting Shirley’s video misrepresented the situation by filming outside normal operating hours.

The allegations have gained significant traction in political circles. Republican figures including Rep. Mike Lawler, Donald Trump Jr., and tech entrepreneur Elon Musk have amplified Shirley’s claims, while Governor Walz has pushed back against what his administration characterizes as misleading information.

The controversy touches on larger concerns about social services fraud in Minnesota, with previous investigations suggesting up to $1 billion may have been lost through various schemes. The current allegations have particularly focused on programs serving Minneapolis’ Somali community, adding a sensitive demographic dimension to the situation.

David implied political motivations behind what he described as lax oversight, suggesting to reporters that Governor Walz overlooked fraud because “he wanted the voting block that the Somalis represent, because they all vote in a block, and it’s 100,000 150,000.”

The fallout has already reached federal levels. The U.S. Department of Health and Human Services has reportedly suspended certain childcare payments to Minnesota amid the growing controversy, adding financial pressure to the state’s social service programs while investigations continue.

Governor Walz, who has previously touted Minnesota as “a prosperous state, a well-run state,” now faces intensifying scrutiny over his administration’s oversight of public assistance programs. His office has not yet responded to requests for comment regarding the criminal complaint David claims to have filed.

The situation highlights ongoing tensions around government accountability, efficient use of taxpayer funds, and proper oversight of social service programs. As federal and state investigations proceed, the controversy is likely to remain a contentious political issue, particularly as it involves both substantial public funding and services intended for vulnerable children and families.
