Senator Banks Calls for Federal Investigation into Minnesota Childcare Fraud
Indiana Republican Senator Jim Banks has formally requested the U.S. Department of Health and Human Services (HHS) to investigate allegations of widespread fraud within Minnesota’s Child Care Assistance Program, as the scandal involving approximately $9 billion in misappropriated funds continues to unfold.
Banks, who serves on the Senate Committee on Health, Education, Labor and Pensions (HELP), sent a letter Sunday to Alex J. Adams, Assistant Secretary for Family Support at HHS, urging a thorough investigation into reports of fraudulent childcare centers. The senator emphasized that while the program is administered by Minnesota, it relies heavily on federal funding, with approximately $300 million in federal childcare subsidies flowing to the state.
“I urge ACF to investigate reports of Somali networks creating fake ‘daycare centers’ as vehicles to steal millions of dollars from Minnesota’s Child Care Assistance Program,” Banks wrote in his letter to the Administration for Children and Families (ACF), a division of HHS.
Federal authorities have already begun responding to the situation. On Monday, agents from the Department of Homeland Security’s Homeland Security Investigations (HSI) and Immigration and Customs Enforcement (ICE) were on the ground in Minnesota. Secretary Kristi Noem confirmed on social media that federal agencies were “conducting a massive investigation on childcare and other rampant fraud.”
The current investigation follows a separate probe initiated in 2022 into Feeding Our Future, a nonprofit that prosecutors later identified as central to one of the largest COVID-era relief fraud cases in U.S. history. That investigation has already uncovered approximately $250 million in fraudulent claims, resulting in criminal charges against 78 individuals. Prosecutors suggest the total fraud could reach as high as $9 billion.
A significant number of those charged in the Feeding Our Future case were members of Minnesota’s Somali community, which has drawn additional scrutiny to the current childcare fraud allegations.
The scandal has also created significant political fallout. More than 400 Minnesota state employees have allegedly raised concerns that Governor Tim Walz, now the Democratic vice presidential nominee, failed to address repeated warnings about potential fraud and allowed retaliation against whistleblowers.
“Clearly, the Walz administration has failed to meet the most basic benchmarks required by ACF,” Banks stated in his letter. “Any unlawful behavior uncovered in ACF’s investigation must be immediately referred to the proper federal authorities including ICE, the Department of Homeland Security, and Federal prosecutors.”
The mounting allegations have prompted additional congressional oversight. In comments to Fox News Digital, Banks emphasized the importance of accountability for both the fraudulent activities and the officials responsible for oversight.
“Minnesota’s childcare system relies on American taxpayer dollars,” Banks said. “As a member of the HELP Committee, I am calling for an investigation into the fake childcare centers run by Somali crime networks. I will not stand by while tax dollars meant to support hardworking families are stolen and state officials refuse to act.”
This latest development comes amid increased scrutiny of federal aid programs following the pandemic. The Minnesota case has become one of the most prominent examples of alleged systematic fraud in recent years, raising questions about oversight mechanisms for federally funded, state-administered programs.
The HHS investigation would add another layer to the existing federal inquiries.
