Minnesota Childcare Centers Under Scrutiny Amid Fraud Allegations
Minnesota officials are conducting renewed inspections of several Somali-run childcare facilities in the Twin Cities area following viral videos that raised questions about potential fraud and operational legitimacy. The controversy has sparked federal investigations and drawn national attention to the state’s childcare assistance program.
According to Minnesota Department of Children, Youth and Families (DCYF) Commissioner Tikki Brown, the 10 facilities featured in videos by conservative YouTuber Nick Shirley had all been visited by state officials at least once in the previous six months. However, following the widespread circulation of Shirley’s footage, additional inspections have been ordered.
The scandal has generated such public interest that the Minnesota Department of Human Services Licensing Information Lookup website crashed and remained inaccessible for several hours. The website, which allows the public to view licensing information for childcare providers, was reported down by local media Monday and remained unavailable into Tuesday morning before finally recovering.
At the center of the controversy is the Quality Learning Center, notable for its misspelled signage reading “Quality Learing Center.” This facility reportedly received $1.9 million in state funding for fiscal year 2025. Despite reports that the center had notified officials on December 19 of its intention to close, center management now indicates they will remain open.
Ibrahim Ali, the center’s manager, has publicly defended his operation, speaking outside the facility on Monday. “A lot of the journalism that has been going on in the last couple of days has been really dishonest,” Ali stated. He specifically addressed the viral videos, suggesting they were recorded outside normal business hours and wrongly portrayed the center as permanently closed.
Ali also raised concerns about potential cultural bias in the coverage: “Are you trying to record that we’re doing fraud, or are you trying to put the Somali name in that fraud? That is what really hurt us in the last couple days.” According to Ali, the center has operated continuously for eight and a half years, and the spelling error on their sign resulted from a vendor mistake that would be corrected soon.
Commissioner Brown has publicly emphasized her department’s commitment to proper oversight, stating they “care about making sure that every dollar of the child care assistance program and other programs is going where it’s supposed to be going and used as intended.” Brown noted that “several of these centers have been evaluated for program integrity in the past several years.”
Despite these reassurances, FOX-9 reported that Brown confirmed none of the centers featured in Shirley’s videos have had their state funding paused due to fraud concerns. This revelation comes as federal authorities launch what has been described as a “massive” investigation into allegations of widespread fraud in Minnesota’s social services programs.
The scrutiny has also drawn attention from congressional leaders, with House Oversight Committee Chairman James Comer summoning Minnesota officials as part of the House investigation into potential social services fraud. Some federal officials have suggested the magnitude of fraud could potentially exceed $9 billion.
Calls and emails to multiple offices within the Minnesota Department of Human Services and DCYF seeking confirmation about the current funding status of the Quality Learning Center went unanswered. Governor Tim Walz’s office has not provided additional comment on the developing situation.
This controversy emerges at a politically sensitive time, as Walz has previously touted Minnesota as “a prosperous state, a well-run state,” a characterization now being challenged by critics in light of these fraud allegations.
