Federal investigators examining daycare fraud allegations in Minnesota have unearthed surveillance footage from 2018 showing evidence of schemes dating back to 2015, adding historical context to the state’s ongoing fraud crisis.

The video, originally captured by surveillance cameras in Hennepin County, Minnesota, shows parents checking children into daycare facilities only to leave with them minutes later. According to the 2018 Fox 9 report that first aired the footage, these actions were part of a scheme where low-income parents would sign their children in for services that were never provided, allowing daycare operators to fraudulently claim government reimbursements.

Federal health authorities are also involved, with the Department of Health and Human Services reportedly examining Minnesota’s use of billions in federal social service funds amid the fraud concerns. Some estimates suggest losses could exceed $9 billion, though investigations are ongoing to determine the full extent.

The scandal has prompted calls for accountability at the highest levels of state government, with some Republican lawmakers calling for Governor Walz’s resignation.
