Charlotte Community Mobilizes Against Planned Immigration Enforcement

Officials and community leaders in Charlotte, North Carolina gathered Friday to voice opposition to an impending federal immigration operation expected to begin as early as this weekend. The planned enforcement action has prompted widespread concern among residents and civic leaders in the state’s largest city.

Mecklenburg County Sheriff Garry McFadden confirmed Thursday that federal officials had informed him of an upcoming U.S. Customs and Border Protection (CBP) operation scheduled to commence by Saturday or early next week. While the Department of Homeland Security has declined to comment on potential operations, local leaders are preparing for enforcement activities similar to those recently conducted in Chicago and other Democratic-led cities.

“We are living in the strangest of times,” said County Commissioner Susan Rodriguez-McDowell, who described herself as the granddaughter and wife of immigrants. “Unfortunately we have seen this movie before, and now they want to film an episode of Shock and Awe show here in our city.”

The lack of formal notification from the federal government has heightened anxiety within the community. State and local officials report receiving no official communication from the Trump administration regarding the mission in Charlotte.

State Representative Jordan Lopez expressed concern about potential tactics, referencing recent operations in other cities. “We have seen the undisciplined agents pointing weapons at unarmed civilians, the indiscriminate rounding up of civilians who are sleeping in their homes in Chicago,” Lopez said.

In response to the expected operation, community organizations have mobilized to conduct trainings on legal rights and documentation protocols. Elizabeth Westbay, who attended a session organized by Indivisible Charlotte and the Carolina Migrant Network on Friday evening, described the mixed emotions many residents are feeling.

“Everything I’ve heard online about what could be coming, and you see everything that’s happening in D.C. and Chicago, and it’s like this creeping dread that it’s coming your way,” Westbay said. “So I felt kind of compelled to come and be prepared.”

The Trump administration has defended deploying National Guard troops and immigration agents to Democratic-run cities like Los Angeles, Chicago, and Washington, D.C., claiming these unprecedented operations are necessary to combat crime and implement the president’s mass deportation agenda.

North Carolina Governor Josh Stein, a Democrat, pushed back against this characterization, noting that “the vast majority” of individuals detained in similar operations have no criminal convictions, and some are U.S. citizens. He encouraged residents to document any potential misconduct during the operation.

Charlotte’s demographic makeup reflects its diversity, with local officials estimating the city is home to more than 150,000 foreign-born residents. The population is approximately 40% white, 33% Black, 16% Hispanic, and 7% Asian, making it a multicultural hub in a state with a Republican-majority legislature.

The Trump administration has referenced the recent fatal stabbing of Ukrainian refugee Iryna Zarutska on a Charlotte light-rail train to argue that Democratic-led cities fail to protect residents from violent crime. However, local officials maintain that sweeps like those seen in Chicago are not about public safety.

“Our Queen City will not become a staging ground for fear,” said Council member-elect JD Mazuera Arias, a Colombian who became a naturalized U.S. citizen in 2021. Arias pledged that local resources would not support immigration enforcement operations, characterizing such sweeps as being about “quotas” and “control” rather than safety or apprehending dangerous criminals.

The Charlotte-Mecklenburg Police Department has clarified that it lacks the authority to enforce federal immigration laws and is not involved in planning or executing such operations.

Community leader Cameron Pruette, executive director of the city’s Freedom Center for Social Justice, encouraged residents to support immigrant-owned businesses and to “peacefully and prayerfully and with moral clarity take action in this moment.”

“This is about the color of someone’s skin, about where they come from and about causing fear and division,” Pruette said. “So, I ask everyone: Take action, stand together, and we will get through this.”

As the anticipated operation approaches, Charlotte residents continue preparing through community organizing, rights education, and solidarity efforts aimed at protecting vulnerable populations in their city.
