Billions Flow Through U.S. Nonprofits as Fraud Cases Prompt Increased Scrutiny

Hundreds of billions of dollars flowed through U.S. nonprofit organizations in 2024, according to tax filing data, as major fraud cases—particularly in Minnesota—have placed renewed focus on oversight of taxpayer-backed funds.

Analysis of ProPublica’s Nonprofit Explorer database, independently verified by Fox News, reveals the massive scale of nonprofit revenue across states, with California’s 213,720 registered nonprofits reporting a collective $593.4 billion in revenue—the highest total nationwide.

New York followed with $445.8 billion across 132,097 nonprofits, while Pennsylvania reported $247.3 billion from 85,346 organizations. Texas rounded out the top tier with $219.6 billion spread among 157,840 nonprofits.

For these organizations, revenue encompasses all income reported on tax filings—not profit or personal compensation—including government grants, donations, service fees, investment returns, and contracts for public services.

What stands out in the data is Minnesota’s disproportionately high revenue totals. Despite its relatively modest population size, the state’s 41,267 nonprofits reported $124.2 billion in revenue, placing it among the nation’s leaders. This figure has drawn particular attention amid ongoing fraud investigations in the state.

The Justice Department recently announced it would dispatch additional federal prosecutors to Minnesota to address widespread fraud involving taxpayer-funded programs. Attorney General Pam Bondi emphasized the seriousness of these efforts, stating that perpetrators would face “severe consequences” and adding that her department stands “ready to deploy to any other state where similar fraud schemes are robbing American taxpayers.”

This escalation builds upon investigations that began under former Attorney General Merrick Garland. In 2022, Garland announced the first wave of indictments in what was described as a $250 million scheme involving Minnesota-based nonprofit Feeding Our Future. Authorities accused the organization of exploiting taxpayer-funded child nutrition programs in what was characterized as the largest pandemic-related fraud uncovered at that time.

The scope of the misconduct appears more extensive than initially understood. Under Bondi’s leadership, the DOJ has continued pursuing cases tied to Feeding Our Future and related investigations involving alleged juror bribery and healthcare fraud. To date, the department has charged 98 individuals in fraud-related cases in Minnesota and secured 64 convictions.

The federal response has expanded beyond prosecutions. Earlier this month, the Department of Health and Human Services froze billions in federal funding for childcare programs and other social services in five Democrat-led states, including Minnesota, pending further investigation into their use of taxpayer dollars.

Public attention to these issues intensified following a viral video posted by YouTube creator Nick Shirley in December. The video, which garnered millions of views, showed Shirley visiting reportedly closed Somali-run daycare centers that were supposedly receiving government funding. Some daycare centers featured in the video have since disputed the allegations and denied committing fraud.

The ongoing investigations highlight the tension between providing essential services through nonprofit partnerships and ensuring proper oversight of public funds. While nonprofit revenue figures themselves do not indicate wrongdoing, the reliance on taxpayer-backed federal and state programs has naturally drawn scrutiny as investigators uncover instances of fraud.

As government agencies work to balance accessibility of services with fiscal responsibility, the nonprofit sector—representing trillions in collective revenue nationwide—faces increased calls for transparency and accountability, particularly when taxpayer dollars are involved.
