California Governor Gavin Newsom used his final State of the State address on Thursday to launch a blistering critique of President Donald Trump’s administration, particularly focusing on a recent fatal shooting involving an Immigration and Customs Enforcement (ICE) agent in Minnesota.

The governor’s speech came amid national controversy over the death of 37-year-old Renee Nicole Good, who was shot after confronting ICE agents from inside her vehicle in Minneapolis. President Trump claimed in a social media post that Good “violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in self-defense.”

Vice President JD Vance went further during a White House briefing, suggesting that Good had been “brainwashed” and alleging connections to a “broader, left-wing network.” Shortly after the incident, Newsom had described it as “state-sponsored terrorism.”

The California governor’s speech highlighted multiple points of conflict between his state and the federal government during Trump’s second term. Newsom criticized the administration’s deployment of National Guard troops to Democrat-led cities, including Los Angeles, and federal funding cuts affecting the state. He also referenced ongoing disputes over California’s fuel standards and efforts to phase out new gas-powered vehicles.

“None of this is normal,” Newsom emphasized, describing a “carnival of chaos” emanating from the White House.

Newsom, who led Democratic opposition to Trump’s redistricting efforts before the November midterms, made clear his intention to continue challenging the administration, declaring, “We’re not retreating.”
