Dark Money Floods Virginia’s Redistricting Referendum Battle

“Dark money is flooding into Virginia,” GOP strategist Matt Gorman told Fox News Digital. “Democrats talked all about the cost of living during the campaign, but all they did once in office was raise taxes and rig elections. It’ll be the same elsewhere across the country in 2026 too.”
The financial support extends beyond Soros-linked organizations. Other major contributors include American Opportunity Action, a group so new it has yet to file required IRS forms but has already become one of the referendum’s top backers.
High-profile Democratic lawmakers have also opened their wallets. Representatives Nancy Pelosi, Pete Aguilar, and Katherine Clark have donated tens of thousands of dollars. Virginia Senator Tim Kaine’s leadership PAC contributed $100,000, while the Democratic Party of Virginia has invested nearly $1 million.
Labor unions have joined the effort as well, with the Service Employees International Union (SEIU) donating $500,000 and the American Federation of Teachers (AFT) contributing $100,000. Eric Holder’s National Democratic Redistricting Committee, which previously advocated for “independent redistricting commissions,” provided an in-kind contribution exceeding $10,000.
Other left-wing organizations supporting the referendum include the League of Conservation Voters and MoveOn.org, which also has ties to Soros funding.
When asked about their involvement, Alexis Magnan-Callaway, a spokesperson for The Fairness Project, defended the group’s position: “No one wanted to take this action, but in a democracy, we can’t let entire states rig their congressional maps just to bend to the will of one person. This amendment is a temporary, one-time exception that gives Virginia voters a voice and meets the needs of the current moment, while ensuring Virginia’s bipartisan redistricting process will resume after the 2030 census.”
Opponents of the redistricting effort have significantly increased their fundraising in recent weeks but still trail far behind the pro-referendum side. Virginians For Fair Maps, the main organization fighting against the ballot measure, has raised nearly $20 million, with most funding coming from a group by the same name that also supports the Virginia Republican Party.
The opposition’s donor list is notably smaller, with contributions including $50,000 from the National Shooting Sports Foundation and $100,000 from a wealthy D.C.-area real estate investor who typically supports Republican campaigns.
Former Virginia Governor Glenn Youngkin has contributed more than $500,000 to oppose the redistricting measure and has been actively campaigning against it despite no longer holding office. Peter Thiel, the tech entrepreneur and Republican donor, has reportedly supported Justice for Democracy PAC, which is aligned with the anti-redistricting effort.
