Minnesota’s Lt. Governor Faces Political Fallout Over Massive COVID Fraud Scandal

Minnesota Lieutenant Governor Peggy Flanagan, currently running for U.S. Senate as a progressive Democrat, is facing mounting criticism over her role in what federal investigators have described as the nation’s largest COVID-era fraud scheme.

Flanagan, who has served alongside Democratic Governor Tim Walz since 2019, is under scrutiny from both Republicans and members of her own party for alleged oversight failures that allowed the fraud operation to flourish on her watch.

The scandal has already claimed one high-profile political casualty. Governor Walz, who served as Vice President Kamala Harris’ running mate in the 2024 presidential election, announced Monday that he would not seek a third term, citing the need to focus on addressing the fraud rather than campaigning.

“Every minute I spend defending my own political interests would be a minute I can’t spend defending the people of Minnesota against the criminals who prey on our generosity and the cynics who prey on our differences,” Walz stated in his withdrawal announcement.

The fraud scheme has reportedly reached staggering proportions. According to the U.S. Attorney in Minnesota, more than 90 people—primarily from Minnesota’s Somali community—have been charged since 2022 in connection with elaborate money laundering operations involving fraudulent meal programs, housing initiatives, daycare centers, and Medicaid services. Investigators estimate the scope of the fraud could exceed $1 billion and potentially reach as high as $9 billion.

One Democratic operative in Minnesota, speaking to Fox News Digital, offered a blunt assessment of Flanagan’s political prospects: “Today is the day Peggy’s Senate race effectively ended. She could absolutely lose to a Republican given all the fraud that took place during her time as Lt. Governor.”

The operative added, “Peggy Flanagan was already a bad general election candidate, and this has made it even worse. She owes the voters answers about what she knew and when.”

House Majority Whip Tom Emmer, a Republican representing Minnesota’s Twin Cities suburbs, was equally critical, telling Fox News Digital that “Peggy Flanagan is just as much of a failure as Tim Walz.” Emmer also criticized Flanagan’s Democratic primary opponent, Representative Angie Craig, stating that both candidates “sat idly by while billions were stolen from hardworking taxpayers in Minnesota.”

Flanagan’s campaign has attempted to distance her from the scandal. Campaign spokesperson Lexi Byler defended the lieutenant governor, saying “the Lt. Governor has made clear that the amount of fraud that is acceptable is zero and anyone who steals from taxpayer dollars should be prosecuted to the fullest extent of the law—which is exactly what’s happening in Minnesota, where 98 people have been charged and 62 convicted so far.”

Byler also sought to redirect criticism toward Republicans, claiming that “what’s hard to take seriously is Republicans talking about accountability while Donald Trump has pardoned 27 corporate fraudsters and fired the Inspectors General whose job it is to police fraud.”

Despite the spiraling scandal, Flanagan continues to campaign for the Senate seat being vacated by retiring Democratic Senator Tina Smith. Her campaign has received endorsements from prominent progressives including Senator Bernie Sanders (I-Vermont) and Senator Elizabeth Warren (D-Massachusetts).

On her campaign website, Flanagan highlights her accomplishments as lieutenant governor, including expanding Minnesota’s paid family and medical leave program and investments in education, healthcare, and housing. However, these policy achievements are now being overshadowed by questions about her administration’s oversight failures.

The lieutenant governor recently appeared on a Somali TV station wearing a hijab at a local mall, a move interpreted as signaling support for Minnesota’s Somali community amid the federal fraud investigation. This gesture has drawn additional criticism as investigators continue to unravel the complex fraud network.

Minnesota’s primary election is scheduled for August 11, giving voters their first opportunity to render judgment on Flanagan’s candidacy in the wake of the evolving scandal.
