Minnesota lawmakers are pushing for stronger oversight measures in the wake of extensive fraud investigations that could eventually exceed $1 billion in misused state and federal funds. Republicans have proposed multiple solutions to address what they describe as years of unchecked incompetence and resistance to proper oversight within state government.

“Republicans have proposed a number of common sense guardrails,” Republican state Sen. Julia Coleman told Fox News Digital. “I have a bill that mandates state employees to report fraud if they know of it to law enforcement, but Democrats have blocked us every step of the way.”

The fraud cases span multiple government programs, with the most prominent scandal involving the nonprofit Feeding Our Future. This case, believed to be the nation’s largest COVID-19 fraud scheme, involved the exploitation of a federally funded children’s nutrition program administered by the Minnesota Department of Education during the pandemic.

State Sen. Michael Kreun said Republicans plan to introduce several anti-fraud bills in the next legislative session beginning early next year. His primary proposal would establish an independent statewide Office of Inspector General that would operate independently from the governor’s office.

“[It] would be an independent office that wouldn’t directly answer to the governor, whose sole mission would be to root out fraud, investigate fraud with all providers and recipients across all state agencies and to be overlooking the agencies themselves,” Kreun explained.

Republicans claim that Governor Tim Walz bears responsibility for stalling this legislation in the Democrat-controlled House earlier this year. State Rep. Patti Anderson wrote on social media that “Speaker Demuth tried to get the OIG bill passed in the House but the House Dems killed it due to pressure from Governor Walz.”

Walz’s office responded by pointing to a press conference where Demuth indicated the governor had previously stated he would sign the bill if it reached his desk.

Beyond the Feeding Our Future case, investigations have uncovered fraud across childcare services, COVID-19 relief programs, and autism care systems. Sen. Coleman characterized the situation as stemming from “apathy and incompetence,” noting that despite early warning signs, “there have been no additional guardrails in place, and in fact, fraud has been allowed to be more rampant than ever.”

State Sen. Mark Koran expressed skepticism that meaningful change would occur under the current administration, suggesting that while legislation helps, ultimate oversight responsibility rests with the executive branch.

Joe Teirab, a former federal prosecutor who worked on the Feeding Our Future case, recommended comprehensive reforms to government programs that distribute large sums of money, particularly those relying on nonprofits as self-regulating entities.

“Those things need to have way more checks and balances, way more structure to make sure that money’s going out to the right people and it’s actually being used in the way that it should be,” Teirab said. He also advocated for giving auditors and inspectors general greater authority to immediately suspend funding to entities suspected of fraud.

Minnesota’s Legislature is closely divided, with Democrats holding a one-seat majority in the Senate (34-33) and a slightly larger majority in the House (70-64). This narrow margin in the Senate means any significant legislation requires near-unanimous party support, while House Democrats control the agenda but have limited room for controversial measures.

“Ultimately, we need to figure out the depth of this problem, get it taken care of once and for all, get the right people in place,” Kreun said. “A change in the administration would go a long way towards helping that, and then rebuilding that trust with proper safeguards and people that are looking out for the taxpayer and make sure that they’re not getting ripped off.”
