Minneapolis Braces as Homeland Security Conducts Unprecedented Immigration Operation

Tension gripped Minneapolis on Sunday as the Department of Homeland Security continued what officials described as its largest immigration enforcement operation ever, further inflaming community concerns following the fatal shooting of a woman by a federal immigration officer earlier in the week.

In a residential Minneapolis neighborhood, protesters confronted federal agents attempting to execute operations, creating a cacophony of car horns, whistles and drum-beating in an effort to disrupt enforcement activities. The confrontation escalated when some protesters were hit with chemical spray before agents forcibly entered a home and removed one person in handcuffs.

“We’re seeing a lot of immigration enforcement across Minneapolis and across the state, federal agents just swarming around our neighborhoods,” said Jason Chavez, a Minneapolis city councilmember representing an area with a significant immigrant population. “They’ve definitely been out here.”

Chavez, whose parents immigrated from Mexico, told reporters he is actively monitoring community chat groups to track agent movements throughout the city as residents report sightings in real time.

The heightened enforcement comes amid growing controversy over the shooting death of Renee Good by an Immigration and Customs Enforcement (ICE) officer on Wednesday. The incident has sparked calls from top Minnesota Democrats for state involvement in the investigation, arguing that federal authorities should not be solely responsible for examining the actions of their own agents.

Minneapolis Mayor Jacob Frey and U.S. Senator Tina Smith both questioned the impartiality of a federal-only investigation during separate national television appearances on Sunday.

“How can we trust the federal government to do an objective, unbiased investigation, without prejudice, when at the beginning of that investigation they have already announced exactly what they saw — what they think happened,” Smith said during an interview on ABC’s “This Week.”

The Trump administration has defended the officer’s actions, claiming Good had “weaponized” her vehicle and that the agent was protecting himself and fellow officers when the shooting occurred.

Homeland Security Secretary Kristi Noem pushed back against Minnesota officials’ complaints about being excluded from the investigation. “We do work with locals when they work with us,” Noem said on CNN, criticizing Mayor Frey and other local officials for not supporting ICE operations.

The disagreement has intensified into a public dispute between Noem and Frey, with each accusing the other of inflammatory rhetoric in the aftermath of Good’s death. Frey has maintained his position that available video evidence shows “a federal agent recklessly abusing power that ended up in somebody’s dying.”

“Let’s have the investigation in the hands of someone that isn’t biased,” Frey urged during his appearance on NBC’s “Meet the Press.”

The Minneapolis shooting, along with the shooting of two individuals by federal agents in Portland, Oregon, has triggered dozens of protests nationwide. On Saturday, thousands marched through Minneapolis streets to demonstrate against the expanded ICE presence in the Twin Cities region.

Immigration enforcement has become increasingly contentious in Minneapolis, a city with diverse immigrant communities that has previously implemented sanctuary-city-type policies limiting local law enforcement cooperation with federal immigration authorities. The current operations represent an unprecedented scale of federal immigration activity in the area.

Community advocates warn that the intensified enforcement activities are creating a climate of fear among immigrant populations, regardless of their legal status, and potentially damaging community-police relations that local officials have worked to strengthen in recent years.

As the enforcement operation continues in the days ahead, Minneapolis residents and officials are preparing for what many anticipate will be a sustained period of heightened federal immigration activity throughout the metropolitan area, with continued protests likely to follow.
