A 54-year-old Los Angeles man was arrested Monday after allegedly throwing Molotov cocktails at the Los Angeles Federal Building, according to authorities. Jose F. Jovel faces multiple federal charges following the incident, which officials believe was motivated by anti-immigration enforcement sentiment.

Security guards reported hearing a man shouting derogatory comments about U.S. Immigration and Customs Enforcement (ICE) outside the downtown facility before he hurled two incendiary devices at them, the Department of Homeland Security said in a statement Tuesday.

“Fortunately, the bottles were not lit and did not catch fire and there were no injuries or damage to federal property,” DHS officials confirmed.

FBI agents apprehended Jovel shortly after the incident. Federal prosecutors have filed a criminal complaint charging him with multiple counts of attempted malicious damage of federal property and possession of an unregistered destructive device.

According to court documents, Jovel’s actions at the federal building followed an earlier incident the same day. An affidavit filed with the complaint states that hours before the federal building incident, Jovel had set his own apartment on fire in the Koreatown neighborhood after receiving an eviction notice.

Investigators say Jovel arrived at the downtown federal building Monday morning carrying multiple shopping bags. He allegedly reached into one of the bags and threw a Molotov cocktail through an open sliding door marked as an employee entrance. Moments later, he threw another incendiary device through the building’s public entrance, where a line of people were waiting to pass through security screening.

When officers searched Jovel’s bags, they discovered a flame torch and five additional Molotov cocktails, according to the complaint affidavit. At the time of his arrest, Jovel was also carrying four knives.

The DHS statement noted that Jovel has an “extensive criminal history,” including an attempted murder charge dating back to 1987.

During his arrest, Jovel reportedly described his actions as “a terrorist attack” and told officers, “You’re separating families,” according to the U.S. Attorney’s office. This statement, along with his comments about ICE, led federal officials to conclude the attack was likely motivated by opposition to immigration enforcement policies.

If convicted on all charges, Jovel could face up to 20 years in federal prison. He is scheduled to make his first appearance in U.S. District Court in Los Angeles on Wednesday.

As of Tuesday, it remained unclear whether Jovel had secured legal representation. The Federal Public Defender’s Office did not immediately respond to inquiries about whether one of its attorneys would be representing him.

Los Angeles Mayor Karen Bass expressed alarm over the incident in a statement released Tuesday.

“This type of behavior is absolutely unconscionable. Thank you to our LAPD officers and law enforcement partners for their intervention and response. I am grateful that no one was injured,” Bass said.

The incident comes amid ongoing national tensions surrounding immigration policy and enforcement. Federal buildings housing immigration services have previously been targets of protests and, in some cases, violence, reflecting the polarized public sentiment around these issues.

Federal authorities continue to investigate the incident, including potential connections to broader threats against government facilities. Security measures at federal buildings throughout Los Angeles have reportedly been under review following Monday’s events.
