Federal Officers Face Resistance in Minnesota Amid Immigration Crackdown

Federal immigration officers have encountered significant opposition in nearly all cities targeted by President Donald Trump’s immigration enforcement campaign, but tensions reached a deadly peak in Minnesota when a 37-year-old woman was shot and killed by an immigration officer during a protest.

The incident marks a critical escalation in Minnesota, a state that has experienced ongoing conflict with the Trump administration. The state gained national attention during Trump’s first term when George Floyd’s death sparked widespread protests, an episode that continues to influence the president’s approach to the region.

Trump has recently intensified his focus on Minnesota, particularly its Somali population, which he controversially referred to as “garbage” following a federal investigation into COVID-19 and medical aid fraud allegedly tied to organizations serving Somali immigrants. This fraud investigation contributed to Democratic Governor Tim Walz, Vice President Kamala Harris’ 2024 running mate, announcing he will not seek reelection.

Political tensions in the state were further heightened in June when a Democratic state lawmaker and her husband were assassinated by a Trump supporter, although some conservatives have promoted alternative theories about the killer’s motivations.

Against this backdrop, the Trump administration announced on Tuesday it would send more than 2,000 federal officers to Minneapolis and St. Paul in what officials described as the largest immigration enforcement operation in history.

The fatal shooting occurred Wednesday when an Immigration and Customs Enforcement (ICE) officer killed Renee Good during a protest against the immigration raids. The shooting happened just blocks from where George Floyd was killed in 2020, creating painful parallels for many local residents.

“I thought the federal government would realize that now is not the time to be toying with people,” said Stephanie Abel, a 56-year-old Minneapolis nurse who is keeping her gas tank full and cash handy in case of renewed unrest. “What are they going to try to do to get Minneapolis to ignite?”

Floyd’s death triggered the largest protests during Trump’s first presidency, and the president has publicly expressed bitterness about the unrest, arguing it should have been met with stronger force. This approach appears to have shaped his second-term strategy of deploying military and immigration agents to liberal-leaning cities.

Similar immigration operations began last summer in Chicago, Los Angeles, and Portland, also generating large protests. Good is reportedly at least the fifth person killed during ICE enforcement efforts.

Vice President JD Vance characterized Good’s death as “a tragedy of her own making,” blaming “leftist ideology” and media coverage of protests against the immigration crackdown. Speaking at the White House, Vance announced a new assistant attorney general position focused on prosecuting abuse of government assistance programs, with particular attention to Minnesota.

The Twin Cities operation is interconnected with a broader conservative effort to spotlight government fraud in Minnesota. While prosecutions for fraudulent use of federal COVID-19 and health aid funds began under the Biden administration, Trump and his allies have recently amplified these concerns.

In November, Trump labeled Minnesota “a hub of fraudulent money laundering activity” following a conservative news report claiming federal money was fraudulently flowing to the militant group al-Shabab. Despite limited evidence of such connections, the president announced plans to end Temporary Protected Status for Somalis in Minnesota.

Jamal Osman, a Somali immigrant and Minneapolis city councilman living near the ICE shooting site, reported that he and other prominent Somalis have received numerous angry messages since Trump’s statements, primarily from out-of-state sources.

“Minnesota is probably one of the nicest places to live. It’s a beautiful area with very nice people and we blended in,” Osman said. “We don’t really see bad things happening here normally.”

The Trump administration recently announced it was withholding funding for programs supporting families with children, including day care funding, in five Democratic-led states over fraud concerns: Minnesota, California, Colorado, Illinois, and New York.

Under Governor Walz, Minnesota has emerged as a progressive beacon, expanding education spending, providing free school meals, and enhancing abortion rights protections even as national politics shifted rightward. Though Trump lost Minnesota by only 4 percentage points in 2024, it has remained reliably Democratic throughout his presidencies.

The state’s political dynamics reflect the dominance of the Twin Cities metro area’s college-educated liberal population over more conservative rural regions, mirroring national political divisions.

“Minnesota is a microcosm of a lot of the tensions we have in our society,” explained David Schultz, a political scientist at Hamline University in St. Paul. “We’re a country that’s hugely polarized, Democrats-Republicans, urban-rural.”

The consequences of these divisions were evident Thursday as Minneapolis schools remained closed after immigration agents clashed with high school students. The state’s National Guard remained on standby at Governor Walz’s direction.

Walz appealed to Trump to ease pressure on the state, saying Minnesota’s residents are “exhausted” by what he called the president’s “relentless assault on Minnesota.”

“So please, just give us a break,” Walz said. “And if it’s me, you’re already getting what you want, but leave my people alone. Leave our state alone.”
