An Immigration and Customs Enforcement officer fatally shot a 37-year-old woman driver in Minneapolis on Wednesday, escalating tensions during the Trump administration’s widespread immigration operation in the Twin Cities.

The shooting occurred in a residential neighborhood south of downtown Minneapolis, just blocks from immigrant markets and about a mile from where George Floyd was killed in 2020. According to witnesses, the woman was shot in the head in front of a family member after an ICE officer approached her stopped SUV.

Videos captured by bystanders show an officer approaching the Honda Pilot, which was stopped across the road. As the vehicle began to pull forward, a second ICE officer standing in front of it immediately drew his weapon and fired at least two shots at close range. The SUV then crashed into parked cars before coming to a stop.

Federal and local officials have offered starkly different accounts of the incident. Homeland Security Secretary Kristi Noem described it as an “act of domestic terrorism,” claiming the woman “attempted to run them over and rammed them with her vehicle.” She added that the officer “acted quickly and defensively” to protect himself and others.

President Donald Trump made similar assertions in a social media post defending ICE’s operations in the city.

However, Minneapolis Mayor Jacob Frey forcefully rejected these characterizations, calling Noem’s version “garbage” and stating bluntly that claims of self-defense were “bullshit.” After viewing the video footage, Frey described the shooting as “reckless” and “unnecessary.”

“What they are doing is not to provide safety in America. What they are doing is causing chaos and distrust,” Frey said, demanding that immigration agents leave the city. “They’re ripping families apart. They’re sowing chaos on our streets, and in this case, quite literally killing people.”

The shooting comes amid a large-scale immigration operation in the Twin Cities, with more than 2,000 federal officers deployed to the area. Noem confirmed that “hundreds and hundreds” of arrests had already been made. The operation is reportedly linked to allegations of fraud involving Somali residents.

Minneapolis Police Chief Brian O’Hara provided a more measured account of the incident, stating only that “this woman was in her vehicle and was blocking the roadway on Portland Avenue… At some point a federal law enforcement officer approached her on foot and the vehicle began to drive off.” He confirmed that at least two shots were fired before the vehicle crashed.

Minnesota Governor Tim Walz called the killing “predictable” and “avoidable,” noting that a family member witnessed the shooting. While expressing outrage, he urged protesters to remain peaceful and said he was prepared to deploy the National Guard if necessary.

The incident quickly drew hundreds of protesters to the scene, where they confronted federal officers, including Gregory Bovino, a senior U.S. Customs and Border Patrol official who has overseen similar operations in other major cities. Demonstrators chanted “Shame! Shame! Shame!” and “ICE out of Minnesota,” using whistles that have become common during such enforcement actions.

By evening, hundreds gathered for a vigil to mourn the woman’s death and protest the federal immigration operation.

The shooting marks a significant escalation in the Trump administration’s immigration enforcement efforts, becoming at least the fifth death linked to recent crackdowns across the country. Similar operations in Los Angeles and Chicago have sparked considerable controversy and resistance.

Representative Ilhan Omar, whose district includes the shooting location, condemned the incident as “state violence,” not legitimate law enforcement.

Commissioner Bob Jacobson of the Minnesota Department of Public Safety said state authorities would investigate the shooting alongside federal officials, cautioning against speculation while the investigation remains in its early stages.
