ICE Places Detainer on Illegal Immigrant Charged with Wife’s Murder in Oklahoma
The Department of Homeland Security and Immigration and Customs Enforcement (ICE) have lodged a detainer request for a Guatemalan national in Oklahoma who is charged with the first-degree murder of his wife. According to authorities, Willie Ricardo Merida-Escobar, 40, allegedly strangled his wife to death and dumped her body near a highway.
Merida-Escobar was charged on April 10 in Tulsa County with the murder of Karla Gramajo-Cabrera. DHS records indicate that Merida-Escobar entered the United States illegally in September 2016 and was issued a final order of removal in 2023, but remained in the country despite the deportation order.
“Willie Ricardo Merida-Escobar, a criminal illegal alien from Guatemala, strangled his wife and dumped her body under a highway in Oklahoma. This monster should have never been in our country,” said Acting Assistant Secretary Lauren Bis in a statement provided to media outlets.
The investigation began when Gramajo-Cabrera was reported missing by her sister, prompting local authorities to launch a search. During their investigation, police identified a pattern of suspicious activity and domestic violence involving Merida-Escobar, which led to his detainment for questioning.
According to DHS officials, the murder occurred following an argument between the couple on April 8, during which Gramajo-Cabrera allegedly insulted Merida-Escobar before he strangled her. Local police reported that the couple’s 17-year-old son was asleep in the home when the murder took place, unaware of the crime being committed.
After taking Merida-Escobar into custody, investigators say he confessed to killing his wife but initially claimed he couldn’t remember where he had disposed of her body. Authorities eventually located her remains under a mattress near a highway after analyzing phone data and conducting further questioning.
The case highlights ongoing tensions regarding immigration enforcement policies across the United States. Oklahoma participates in the 287(g) program, which allows local law enforcement to collaborate with federal immigration authorities to identify and refer undocumented immigrants who commit crimes for deportation proceedings.
“ICE lodged an arrest detainer with our law enforcement partners in Tulsa County to ensure this sick individual is not released from custody,” Bis added. “Seven of the top 10 safest cities in the United States cooperate with ICE. Partnerships with law enforcement are critical to having the resources we need to arrest criminal illegal aliens across the country.”
The ICE detainer means that if local authorities decide to release Merida-Escobar for any reason, they would be requested to notify ICE before doing so, allowing federal agents to take him into custody for potential deportation proceedings.
This case emerges amid a national debate over so-called “sanctuary” jurisdictions, which limit cooperation between local law enforcement and federal immigration authorities. Oklahoma’s participation in the 287(g) program places it among states that actively cooperate with federal immigration enforcement efforts.
The collaboration between local and federal authorities in this case demonstrates how the 287(g) program operates in practice. Under this agreement, specially trained local law enforcement officers can perform limited immigration enforcement functions under ICE supervision.
If convicted of first-degree murder, Merida-Escobar faces potential life imprisonment under Oklahoma law. After serving any sentence imposed by the state, he would likely face deportation proceedings in accordance with the previously issued removal order.
Local authorities continue to investigate the case as the community grapples with the shocking nature of the crime. Neither the governor’s office nor local officials have provided additional comments regarding Merida-Escobar’s immigration status or potential deportation proceedings at this time.
