Bipartisan Lawmakers Express Outrage Over Swalwell Misconduct Allegations

Lawmakers across party lines have voiced their dismay and concern over how Rep. Eric Swalwell, D-Calif., maintained a prominent political career for 16 years while allegedly engaging in sexual misconduct that ultimately forced his resignation from Congress this week.

“There needs to be a zero-tolerance policy in the Capitol for that type of behavior,” Rep. Sarah McBride, D-Del., stated. “I’m glad that he resigned. He needed to resign. My heart breaks for any victim, all the women who have come forward thus far. And I’m horrified by his behavior.”

Rep. Beth Van Duyne, R-Texas, was similarly direct in her assessment: “I think it’s pretty clear. Don’t sleep with your staff. Don’t sexually harass people that work for you. And don’t rape women. It’s not really that hard of a list to follow.”

The congressional reaction comes as Capitol Hill grapples with how to prevent similar situations in the future. Last week’s bombshell reports from CNN and the San Francisco Chronicle detailed accounts from multiple women alleging that Swalwell made sexual advances toward intoxicated women, pressured employees into intimate situations, and solicited explicit images via text.

In the wake of these allegations, Swalwell first abandoned his campaign to become California’s next governor on Sunday, followed by his resignation from Congress on Monday. The swift fall from grace has stunned many in Washington who worked alongside him.

Rep. Joaquin Castro, D-Texas, expressed bewilderment at how Swalwell managed to keep his conduct concealed for so long despite apparent rumors. “I don’t know — I mean it’s a shame and it’s shameful. I know folks say that there were rumors and so forth,” Castro remarked. He added that members of Congress have limited visibility into each other’s personal lives, noting, “This place — people don’t generally, unless they intend to, they don’t generally hang around with each other a lot.”

For Rep. Debbie Dingell, D-Mich., the solution may lie in fostering greater transparency between congressional offices. “I think that people need to know that they can come to women members like me and do something,” Dingell said, adding emphatically, “And I’ll tell you one thing. If Nancy Pelosi had had any indications, she would have cut his ‘blanks’ off,” referring to the former Speaker of the House.

Despite his resignation, Swalwell continues to deny the allegations against him. His attorney, Sara Azari, posted on social media Tuesday: “These accusations are false, fabricated, and deeply offensive — a calculated and transparent political hit job designed to destroy the reputation of a man who has spent twenty years in public service. The timing, nature and coordinated rollout of these vile and heinous allegations speak for themselves.”

Some lawmakers dismissed concerns about the timing of the allegations. “It’s always unfortunate whenever allegations like this emerge at whatever time. But I don’t think there’s a wrong time for truthful allegations to ever come out,” said Rep. Shomari Figures, D-Ala.

The Swalwell scandal has renewed discussions about accountability measures for elected officials. Some lawmakers have proposed strengthening existing protections for congressional staff and creating more robust reporting mechanisms for misconduct.

With Swalwell’s departure, California Governor Gavin Newsom has scheduled a special election to fill the vacant seat. A special primary will take place on June 16, followed by the general election on August 18.

The case has broader implications for Congress as an institution, raising questions about how such behavior could go unreported or unaddressed for years while someone rose to national prominence.
