The Department of Homeland Security is pressing Virginia’s Democratic Governor Abigail Spanberger to ensure local law enforcement cooperates with federal immigration officials in the case of an illegal immigrant charged with murder. The suspect, who has a lengthy criminal record, allegedly killed a woman at a Virginia bus stop earlier this week.

Police in Fairfax County arrested Abdul Jalloh, a 32-year-old illegal immigrant from Sierra Leone, on charges of second-degree murder. Jalloh is accused of fatally stabbing 41-year-old Stephanie Minter, who was found dead at a local bus stop with multiple wounds to her upper body.

According to DHS officials, Jalloh has accumulated more than 30 prior arrests, including charges of rape, malicious wounding, assault, identity theft, contributing to the delinquency of a minor, and pick-pocketing.

The Trump administration’s request comes shortly after Governor Spanberger signed an executive order ending cooperation between federal immigration officials and state and local law enforcement. This move mirrors actions taken by other Democratic governors across the country in response to President Trump’s intensified deportation operations.

“We are calling on Virginia Gov. Abigail Spanberger and Virginia’s sanctuary politicians to commit to not releasing this murderer and violent career criminal from their jail without notifying ICE,” said Deputy Assistant Secretary Lauren Bis in a statement.

Bis added, “This illegal alien’s murder of an innocent, beautiful American woman came less than 24 hours before Governor Spanberger’s demonization of ICE law enforcement. This heinous criminal is a perfect example of why we need cooperation from sanctuary jurisdictions and the importance of third country removals for the safety of the American people.”

Governor Spanberger’s office did not respond to requests for comment on the DHS statement.

Immigration records show Jalloh entered the United States illegally in 2012. In 2020, immigration officials lodged a detainer against him, and a judge subsequently granted a final order of removal, stating he could be deported to any country other than Sierra Leone.

This case follows a similar incident in Fairfax County in December, when Marvin Morales-Ortez, a 23-year-old illegal immigrant from El Salvador, allegedly murdered someone just one day after being released from the Fairfax County jail. Morales-Ortez had been in custody on charges of malicious wounding and brandishing a gun before the Fairfax County Commonwealth’s Attorney’s Office, led by prosecutor Steve Descano, dropped the charges.

When questioned about that case, the Fairfax County Sheriff’s office stated, “ICE was aware of Morales-Ortez’s incarceration and elected not to seek a judicial warrant to ensure he remained in custody.” The office also noted that they follow “all local, state and federal laws when determining whether a person is subject to release” and that “Immigration and Customs Enforcement (ICE) is automatically notified any time a person is booked into the ADC [Adult Detention Center].”

The sheriff’s office did not respond to inquiries regarding DHS’s most recent request for cooperation in the Jalloh case.

These incidents highlight the ongoing tensions between federal immigration enforcement priorities and state and local policies regarding cooperation with ICE. The debate has intensified under the Trump administration, with Republican officials typically advocating for stronger cooperation with federal immigration authorities while Democratic leaders in several states have moved to limit such cooperation.
