The sudden death of Rep. Doug LaMalfa has further narrowed the Republican majority in the House of Representatives to its minimum threshold of 218 seats, creating significant challenges for Speaker Mike Johnson as the GOP navigates an election year.

LaMalfa, a 65-year-old California Republican, died Tuesday during emergency surgery. A staunch ally of former President Donald Trump and reliable supporter of Republican legislative priorities, LaMalfa’s passing leaves Johnson with a razor-thin margin that allows him to lose just two GOP votes on any partisan legislation while still securing passage.

The timing of LaMalfa’s death coincides with Rep. Marjorie Taylor Greene’s resignation, which took effect the same day, further reducing the Republican presence in the chamber. Greene’s Georgia seat will remain vacant until a special election on March 10, while California law requires Governor Gavin Newsom to schedule an election for LaMalfa’s seat within the next two weeks.

Democrats are also experiencing vacancies in their ranks. Rep. Sylvester Turner, D-Texas, died in March with an election to fill his seat scheduled for late January. Additionally, Rep. Mikie Sherrill, D-N.J., was elected governor of New Jersey in November, with a special election to fill her congressional seat set for April.

During a retreat for House GOP lawmakers at the Trump-Kennedy Center on Tuesday, former President Trump acknowledged the precarious position Johnson now faces with such a slim majority.

“A lot of times they’ll say, ‘I wish Mike were tougher,'” Trump told the assembled Republicans. “He’s tough. He’s tough as anybody in the room, actually. But can’t be tough when you have a majority of three, and now sadly, a little bit less than that.”

Trump dedicated his address to LaMalfa, expressing deep personal sadness at the congressman’s unexpected passing. “I spoke to Doug, but I didn’t speak to him, you know? I mean, we never had a problem. I was really saddened by his passing and was thinking about not even doing the speech in his honor,” Trump said. He ultimately decided to proceed with his remarks as a tribute to the late congressman.

LaMalfa represented California’s 1st Congressional District in the northern part of the state and chaired the Congressional Western Caucus. Throughout his tenure in Congress, he established himself as a champion of conservative causes while earning respect from colleagues on both sides of the aisle for his congeniality.

The shrinking Republican majority presents a complex political challenge for Speaker Johnson. With only a two-vote cushion on partisan legislation, every Republican lawmaker now wields significant influence over the party’s legislative agenda. This dynamic will likely require Johnson to engage in extensive negotiation with various factions within the GOP to maintain unity on key votes.

The situation also amplifies the impact of the upcoming special elections to fill vacant seats. Both parties will be intensely focused on these races, as even a single seat changing hands could significantly affect the balance of power in the House.

Political analysts note that such narrow margins are historically difficult to manage, especially in an election year when vulnerable members may be reluctant to take politically risky votes. Johnson must now carefully balance advancing Republican priorities while maintaining enough support within his conference to pass legislation.

As Congress returns to address pressing national issues, including government funding and national security concerns, the new parliamentary reality following LaMalfa’s death will test Speaker Johnson’s leadership abilities and the Republican Party’s cohesion in this crucial election year.
