Off-Year Elections Set Stage for 2026 Midterm Battles

While 2025 may have been considered an off-year for elections, the political landscape was far from quiet as both parties jockeyed for position ahead of the 2026 midterm showdowns. This year’s elections served as critical indicators of voter sentiment and party strength, with several defining moments shaping the political narrative.

President Donald Trump’s aggressive push for mid-decade congressional redistricting emerged as one of the year’s most consequential political strategies. First floated in June, Trump’s plan targeted Republican-controlled states to redraw district maps and bolster the GOP’s razor-thin House majority.

“We must keep the Majority at all costs,” Trump declared on social media this month, as Republicans moved to implement new maps in Texas, Missouri, North Carolina, and Ohio.

Texas became the epicenter of this redistricting battle when Governor Greg Abbott called a special legislative session to pass a new map that could potentially add five Republican-leaning districts. Democratic state lawmakers temporarily fled the state to delay the vote, energizing their party’s base nationwide.

The redistricting fight quickly expanded beyond Texas, with California voters overwhelmingly approving Proposition 50 in November. The ballot measure temporarily sidelined the state’s nonpartisan redistricting commission, giving power to the Democratic-dominated legislature to draw new maps—potentially creating five more Democratic-leaning districts to counter Texas’s moves.

While Republicans scored a significant victory when the Supreme Court upheld Texas’s new map, they faced setbacks in other states. A Utah district judge rejected the GOP legislature’s proposed map, while Indiana’s Republican-controlled Senate defied Trump by voting down a redistricting bill.

Democratic candidates consistently exceeded expectations throughout 2025, beginning just eight days into Trump’s second term when Democrat Mike Zimmer flipped a Republican state Senate seat in Iowa—a district Trump had carried by 21 points months earlier. The pattern continued with Democrats securing high-profile victories in Wisconsin’s state Supreme Court race and gubernatorial contests in New Jersey and Virginia, where they won by double-digit margins.

“In 2025 alone, Democrats won or overperformed in 227 out of 255 key elections—nearly 90% of races,” the Democratic National Committee touted in a year-end memo.

Despite these electoral successes, Democrats continue to struggle with their overall brand. A December Quinnipiac University poll showed just 18% of voters approving of congressional Democrats’ job performance—the lowest rating since the poll began tracking the question 16 years ago.

A significant intraparty debate emerged following Zohran Mamdani’s shocking victory in New York City’s Democratic mayoral primary in June. The 34-year-old socialist state lawmaker defeated former Governor Andrew Cuomo and nine other candidates, energizing progressives while alarming centrists concerned about the party’s electability in competitive districts.

This tension was further highlighted when Texas Representative Jasmine Crockett, a progressive champion and vocal Trump critic, launched her U.S. Senate campaign in the red-leaning state this month. Centrist groups like Welcome PAC argued that “Democratic Party’s aspirations to win statewide in a red state like Texas simply don’t exist without a centrist Democrat who can build a winning coalition of ideologically diverse voters.”

In Virginia, Democrats weathered a potential scandal when attorney general nominee Jay Jones was revealed to have sent inflammatory text messages in 2022 comparing a Republican lawmaker to mass murderers. Despite Republican efforts to leverage the controversy against gubernatorial candidate Abigail Spanberger, Democrats swept Virginia’s statewide races, with Spanberger defeating Republican Winsome Earle-Sears by 15 points.

As 2025 draws to a close, both parties are positioning themselves for the critical 2026 midterm elections that will determine control of Congress. Democrats hope to build on their unexpectedly strong off-year performance, while Republicans continue pursuing structural advantages through redistricting efforts—setting the stage for what promises to be a fiercely contested battle for political power.

It’s disheartening to see such blatant attempts to game the system through redistricting. Voters should be able to choose their representatives, not the other way around. I hope cooler heads will prevail and a bipartisan solution can be found.
