A Salvadoran national with a history of violent crimes shot and wounded a civilian and four police officers in Omaha on Wednesday before being killed by responding officers, according to the Department of Homeland Security.
Juan Ayala-Ramos, 28, also known as Juan Melgar-Ayala, first opened fire at Phil’s Foodway grocery store, seriously injuring 61-year-old Michael Kasper, who was grabbing a shopping cart when the gunman began firing. Police recovered 15 shell casings from the parking lot. Authorities said the suspect had no known motive or connection to the victim.
After fleeing the initial shooting scene, Ayala-Ramos was tracked to a QuikTrip gas station, where he immediately ran into the men’s restroom wearing a face mask. Officers rescued another bystander who was inside the restroom before confronting the gunman. During the ensuing shootout, Ayala-Ramos fired at least 16 rounds, injuring four officers before being fatally shot.
The injured officers were identified as Sgt. Emilio Luna, who sustained a gunshot wound to his foot; Detective Brock Rengo, who suffered a grazing gunshot wound to his leg; Detective Jordan Brandt, who sustained a gunshot wound to his leg; and Detective Christopher Brown, who suffered a shrapnel injury to his foot. Two other responding officers, Detective Kyle Graber and Sgt. Jonathon Holtrop, were not injured in the exchange.
DHS revealed that Ayala-Ramos had entered the United States illegally as an unaccompanied minor in June 2007. His removal case was closed by an immigration judge later that same year. Assistant DHS Secretary Tricia McLaughlin noted that “despite multiple previous criminal arrests, he remained at large in American communities.”
Court records show Ayala-Ramos had accumulated a significant criminal history in the United States. He faced charges of assault by strangulation in 2019 and was arrested for burglary and possession of a stolen firearm in 2021. According to local media reports, he entered no-contest pleas to two felony burglary charges connected to a series of business break-ins and thefts. He also had multiple traffic-related cases involving driving without a valid license or proof of insurance.
The Omaha Police Department stated that family members reported Ayala-Ramos “suffered from mental health-related issues.” Investigators are still working to determine how he obtained the handgun used in both violent incidents.
“This violent criminal illegal from El Salvador shot four police officers and a 61-year-old man in cold blood in Omaha on December 3,” McLaughlin said. “DHS sends our condolences to Michael Kasper, who is in serious condition, and all officers involved in these horrific attacks and prayers for a full recovery.” She added, “We are thankful for the Omaha Police Department for their brave actions to stop this criminal’s shooting rampage.”
Nebraska Governor Jim Pillen, a Republican, issued a statement saying the incident proves “Nebraska must continue to do our part to assist the Trump Administration and the Department of Homeland Security in their efforts to get criminal, illegal aliens off our streets.”
“This keeps Nebraska safe. It keeps America safe. I’m proud that we are stepping up and making a difference for our country,” Pillen said. He also expressed gratitude that the officers’ injuries were not life-threatening, adding, “The men and women of law enforcement are heroes — and protect us every day.”
The case has drawn attention to ongoing debates about immigration enforcement and public safety across the country. It comes at a time when the incoming Trump administration has pledged to implement more stringent immigration policies aimed at deporting undocumented immigrants with criminal records.
Kasper, the civilian victim, was hospitalized in serious condition but is expected to survive, according to police.
