In a significant development surrounding the ongoing immigration enforcement tensions in Portland, Oregon, the Department of Homeland Security (DHS) released details Friday contradicting initial reports about a shooting that left two individuals wounded. The incident has sparked protests and drawn sharp criticism from local Democratic officials.

According to DHS, the two people shot by a U.S. Customs and Border Protection (CBP) agent on Thursday are Venezuelan nationals with suspected ties to Tren de Aragua (TdA), a notorious criminal organization classified as a foreign terrorist group. The agency identified them as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras.

DHS officials state that the incident occurred at approximately 2:19 p.m. local time when Border Patrol agents stopped a vehicle and identified themselves as law enforcement officers. According to the agency, Moncada, who was driving, attempted to run over the federal agents with the vehicle, prompting one agent to fire in self-defense.

“The agent took immediate action to defend himself and others,” DHS explained in a statement posted on social media platform X. Both individuals fled the scene but were later located by Portland Police Bureau officers who administered first aid before transporting them to a hospital.

Portland Police Bureau Chief Bob Day confirmed during a Friday news conference that both individuals had connections to Tren de Aragua, though he cautioned that this information “in no way draws a through line to the actions or behaviors that occurred” during the incident.

Background information provided by DHS indicates that Moncada entered the United States illegally in 2022 and has a criminal history that includes driving under the influence and unauthorized use of a vehicle. He reportedly has a final order of removal pending against him. Portland Mayor Keith Wilson called for Immigration and Customs Enforcement (ICE) to “halt all operations” in the city pending a full investigation, expressing skepticism about federal accounts of the incident.

“We know what the federal government says happened here,” Wilson said Thursday. “There was a time when we could take them at their word. That time has long passed.”

Oregon Governor Tina Kotek linked the incident to broader immigration policies, claiming it was “instigated by the reckless agenda of the Trump administration.” She added that state officials have previously raised concerns about excessive force by federal agents in Portland.

Senator Ron Wyden (D-Ore.) similarly criticized federal enforcement actions, writing on social media that “Trump’s deployment of federal agents in my hometown is clearly inflaming violence—and must end.”

The Portland shooting follows a similar incident in Minneapolis where anti-ICE protester Renee Nicole Good was fatally shot by a federal agent. In that case, authorities claimed Good attempted to run over an agent who fired in self-defense. The two incidents have triggered anti-ICE demonstrations in multiple cities.

The presence of Tren de Aragua members in U.S. cities has become a significant security concern for law enforcement agencies across the country. The Venezuela-based criminal organization has expanded operations into the United States amid the ongoing migration crisis, establishing networks involved in various illegal activities including human trafficking, drug distribution, and violent crime.
