House Republicans Demand ActBlue Release Internal Documents in Foreign Donations Probe

Three prominent House Republican committee chairmen are demanding that ActBlue, the leading Democratic fundraising platform, turn over key internal communications as part of an ongoing investigation into potential weaknesses in the organization’s screening process for foreign donations.

In a letter published Tuesday, House Administration Committee Chairman Bryan Steil, Judiciary Committee Chairman Jim Jordan, and Oversight Committee Chairman James Comer accused ActBlue of deliberately obstructing their year-long investigation by withholding crucial documents and potentially misleading lawmakers about their donation verification practices.

“For more than a year, the Committees have conducted oversight regarding ActBlue’s ‘fundamentally unserious approach to fraud prevention,'” the letter states. “Recent reporting strongly suggests that ActBlue deliberately obstructed the Committees’ investigation, including through misleading statements and noncompliance with our subpoenas.”

The congressional inquiry follows a New York Times report highlighting internal concerns about ActBlue’s donation screening protocols. According to the Times, a memo from law firm Covington & Burling warned that gaps in ActBlue’s verification system could present “a substantial risk” to the organization. The memo itself doesn’t confirm that ActBlue accepted international donations, which would violate federal election law, but raised enough concerns to draw increased Republican scrutiny.

At the center of the investigation are two specific documents that Republican lawmakers believe could reveal what ActBlue knew about potential vulnerabilities in its donation screening system. The first is a resignation letter from former General Counsel Aaron Ting, which Republicans claim addresses concerns about security weaknesses. The second is a message from former legal counsel Zain Ahmad allegedly related to an ignored whistleblower complaint about donation verification practices.

The Republican lawmakers contend these documents were previously requested but never provided, writing: “There is considerable reason to believe that ActBlue may have deliberately withheld this responsive material to impede our investigation.”

ActBlue, which processes billions of dollars in donations for Democratic candidates and progressive organizations, has consistently maintained that it employs rigorous screening measures to prevent illegal foreign contributions. In a November 2023 letter, ActBlue CEO Regina Wallace-Jones stated that the organization maintains “the highest standards” for scrutinizing donations.

“Our approach is multilayered, with checks and confirmations occurring throughout the donation process to verify donors and donor information,” Wallace-Jones wrote. “These measures, which include compliance measures, technological tools, and manual reviews, help to ensure the identity of donors, root out potential foreign contributions, and protect donors from financial fraud.”

The dispute highlights growing Republican concerns about the potential for foreign influence in American elections through campaign finance channels. While no evidence has yet emerged that ActBlue knowingly accepted foreign donations, the Republican committee chairs are demanding greater transparency about the organization’s internal practices and knowledge of any potential vulnerabilities.

Foreign donations to U.S. political campaigns are illegal under federal law, and the issue has become increasingly contentious as digital fundraising platforms process ever-larger volumes of small-dollar donations. Verification of donor identity remains a challenge across all major political fundraising platforms, with both parties employing various methods to screen out prohibited contributions.

The Republican lawmakers have given ActBlue a two-week deadline to produce the requested documentation, setting April 28, 2026, as the cutoff date. The letter warns that without compliance, “the Committees are prepared to use available mechanisms to enforce our subpoenas,” suggesting potential escalation if the documents aren’t provided.

This investigation is part of a broader Republican effort to scrutinize progressive organizations for potential foreign connections, with similar inquiries targeting other left-leaning groups in recent months. Democratic allies have characterized these investigations as politically motivated, while Republican lawmakers insist they’re necessary to protect election integrity.

As the deadline approaches, the standoff between congressional Republicans and one of the Democratic Party’s most crucial fundraising tools shows no signs of resolution, highlighting the increasingly partisan nature of campaign finance oversight.
