Congressional Report Accuses DC Police Chief of Manipulating Crime Data

A report released Sunday by the Republican-led House Committee on Oversight and Government Reform alleges that Metropolitan Police Department Chief Pamela Smith pressured subordinates to artificially lower Washington D.C.’s crime statistics.

The congressional investigation claims Smith frequently “threatened, punished and retaliated against” police commanders who presented her with unfavorable crime trends. These allegations come at a politically charged moment for the nation’s capital, where crime rates and policing have become focal points of contention between local and federal authorities.

In a parallel investigation, U.S. Attorney Jeanine Pirro’s office examined nearly 6,000 police reports and interviewed more than 50 witnesses, concluding that a “significant number of reports had been misclassified, making crime appear artificially lower than it was.” Pirro’s investigation began in August during a political standoff between the Trump administration and city officials over control of the police department.

Neither investigation found sufficient evidence to pursue criminal charges. Pirro noted in a Monday statement that “it is up to MPD to take steps to internally address these underlying issues.”

Smith, who is stepping down at the end of the year after serving two years as police chief, has categorically denied the allegations. In a recent interview with Fox 5, she stated, “I have never and will never authorize or even support any thought processes or activities with regards to crime numbers being manipulated.”

The House committee report is based partly on interviews with commanders from all seven D.C. patrol districts and a former commander currently on leave. According to the report, these commanders testified that Smith encouraged using “intermediate” criminal charges that aren’t publicly reported instead of more serious charges that must be disclosed in official statistics.

“These combined efforts, as explained by commanders, amounted to manipulating MPD crime statistics in an effort to show lowered rates of crime to the public,” the report states.

Rep. James Comer (R-Ky.), the committee’s chairman, accused Smith of having “cultivated a culture of fear to achieve her agenda” and said, “Every single person who lives, works, or visits the District of Columbia deserves a safe city, yet it’s now clear the American people were deliberately kept in the dark about the true crime rates in our nation’s capital.”

Washington Mayor Muriel Bowser defended Smith on Monday, suggesting the House committee’s investigation was politically motivated. In a letter to the committee’s leadership, Bowser wrote, “It is my expectation that the crime statistics we publish and rely on are accurate and of the highest quality possible.”

The Democratic mayor criticized the committee’s methodology, noting that “20 of the 22 block quotes presented as complaining about Chief Smith’s management style were made by only two command officials interviewed.” She also pointed out that the committee did not interview Smith or any assistant chiefs during its investigation.

Bowser highlighted that homicides in the District have decreased 31% this year, with 125 recorded so far in 2025 compared to 181 in 2024. She also cited independent data showing a 33% reduction in firearm injuries for the first ten months of 2025 compared to the same period last year.

The controversy unfolds against the backdrop of President Donald Trump’s earlier attempt to initiate a federal takeover of the Metropolitan Police Department, citing concerns about rising violent crime in Washington. In her statement, U.S. Attorney Pirro, a Trump appointee, claimed that “the uncovering of these manipulated crime statistics makes clear that President Trump has reduced crime even more than originally thought, since crimes were actually higher than reported.”

As Smith prepares to leave her position at year’s end, these allegations cast a shadow over her tenure and raise questions about data integrity in one of the nation’s most visible police departments.
