Former Senator Biden’s 1989 Call for “Narco-Terrorist” Crackdown Resurfaces Amid Current Caribbean Drug Strikes

Former President Joe Biden, during his tenure as a Delaware senator, once advocated for aggressive international action against drug traffickers, calling for an “international strike force” to combat narco-terrorists in a forceful 1989 address that has resurfaced amid current controversies surrounding similar operations.

“Let’s go after the drug lords where they live with an international strike force. There must be no safe haven for these narco-terrorists and they must know it,” then-Senator Biden declared in his speech, which served as the Democratic Party’s official response to President George H.W. Bush’s September 5, 1989, address on efforts to combat the cocaine epidemic.

The remarks have gained renewed attention on social media as the Trump administration faces criticism from Democrats over recent military strikes against suspected drug trafficking vessels in the Caribbean. These operations have targeted boats allegedly trafficking narcotics from Venezuela, with at least 22 fatal strikes conducted since September.

In his 1989 address, Biden characterized the drug crisis as “the number one threat to our national security,” arguing that it affected military readiness, worker productivity, student achievement, and family safety. He criticized the Bush administration’s approach as inadequate during a time when Colombian cocaine was flooding American streets and cities were grappling with the crack epidemic.

“The president says he wants to wage a war on drugs, but if that’s true, what we need is another D-Day, not another Vietnam, not another limited war fought on the cheap and destined for stalemate and human tragedy,” Biden stated.

The Bush administration had announced plans to double federal assistance to state and local law enforcement to tackle drug problems, including $65 million in emergency assistance to nations like Colombia to “fight against the cocaine cartels,” along with a $1.5 billion increase in drug-related federal spending.

Biden’s office did not immediately respond to requests for comment on whether he still stands by his 1989 statements.

The Trump administration has defended its recent military actions against suspected drug boats, describing them as part of an “armed conflict” with drug cartels that have evolved into transnational terror organizations. President Trump has maintained that these strikes aim to curb the flow of drugs into the United States, while experts suggest the operations may also be intended to pressure Venezuelan President Nicolás Maduro’s regime.

Democrats have raised particular concerns about strikes conducted on September 2 against an alleged drug vessel from Venezuela. The White House confirmed that after an initial strike, the military conducted a second attack that killed two suspected traffickers, leading some Democrats to suggest potential war crimes.

“If the reports are true, Pete Hegseth likely committed a war crime when he gave an illegal order that led to the killing of incapacitated survivors of the U.S. strike in the Caribbean,” Nevada Democratic Senator Jacky Rosen said in a December statement.

Republican members of the House Armed Services Committee and House Foreign Affairs Committee have countered that the Trump administration is acting within its rights against Maduro’s regime, though they are seeking more information about the operations and the administration’s strategy.

Trump campaigned heavily on stopping the flow of narcotics into the United States during his 2024 presidential bid. A day before his inauguration, he wrote on Truth Social: “To stop the deadly drugs that are poisoning our people, I will deploy the U.S. Navy to impose a full fentanyl blockade on the waters of our region.…The drug cartels are waging war on America, and we will destroy those cartels!”

The resurging debate highlights the continuity of America’s decades-long struggle against drug trafficking, with similar rhetoric and strategies spanning multiple administrations despite changing political landscapes and leadership.
