HUD Report Uncovers $5.8 Billion in “Questionable” Rental Assistance Payments
A recent internal report from the U.S. Department of Housing and Urban Development (HUD) has revealed that approximately $5.8 billion in federal rental assistance funds were distributed to potentially ineligible recipients during the previous administration. The agency’s Financial Report for Fiscal Year 2025 documented payments to roughly 30,000 deceased tenants and thousands of potential non-citizens.
The problematic payments were uncovered through HUD’s internal financial review processes, which compared U.S. Treasury database records with the department’s own data. Officials noted that a “large concentration” of these questionable funds went to recipients in New York, California, and Washington, D.C., though payments to deceased individuals were identified in all 50 states.
“A massive abuse of taxpayer dollars not only occurred under President Biden’s watch, but was effectively incentivized by his administration’s failure to implement strong financial controls resulting in billions worth of potential improper payments,” said current HUD Secretary Scott Turner in a statement.
The report comes amid broader scrutiny of federal spending programs and highlights significant oversight concerns in how rental assistance funds were managed. Out of approximately $50 billion distributed in federal rental assistance to non-federal entities during fiscal year 2024, the report classified $5.8 billion as “questionable payments.”
HUD officials directly criticized the previous administration in the report, alleging there had been a directive “to push funding out the door with minimal oversight.” The department claimed it was not provided with adequate tools to verify whether entities receiving funds were properly enforcing “the intricate rules governing rental assistance.”
The agency’s rental assistance programs “placed substantial trust and responsibility” in the non-federal entities receiving the funds, according to the report. This approach appears to have created vulnerabilities in the system that potentially allowed for misuse of taxpayer dollars.
The financial implications of these findings are significant. Federal rental assistance programs represent a crucial safety net for millions of low-income Americans struggling with housing costs, which have risen dramatically in many metropolitan areas over the past several years. Improper payments reduce the effectiveness of these programs and divert resources from eligible recipients truly in need.
HUD must now undertake a comprehensive investigation to determine whether fraud occurred and to what extent. Officials indicated the department is implementing new processes to revoke or pause funding where appropriate. Additionally, the investigation may result in criminal referrals and other enforcement actions once fraud is confirmed.
“HUD will continue investigating the shocking results and will take appropriate action to hold bad actors accountable,” Turner said. “Additionally, the Department is advancing efforts made under President Trump’s first administration to strengthen program integrity and ensure taxpayer-funded assistance serves the vulnerable communities it was intended for.”
The findings come at a time when housing affordability remains a critical issue across the United States. The National Low Income Housing Coalition estimates that there is a shortage of approximately 7 million affordable rental homes available to extremely low-income renters, making effective and efficient rental assistance programs all the more important.
Market analysts suggest that improved oversight and verification systems could help ensure funds reach their intended recipients while preventing fraud. Electronic verification of eligibility criteria, regular cross-checking with other federal databases, and periodic recertification of beneficiaries are among the measures experts recommend to strengthen program integrity.
The department has not yet provided a timeline for when its investigation will be completed or when potential enforcement actions might be taken against those found to have improperly received or distributed funds.
