Protests Erupt After Fatal ICE Shooting in Minneapolis, Second Incident Follows in Portland

Anger boiled over in Minneapolis on Thursday as hundreds of protesters marched through freezing rain to denounce the fatal shooting of Renee Good, a 37-year-old mother of three, by an Immigration and Customs Enforcement (ICE) officer the previous day. The demonstration occurred amid a massive immigration enforcement operation in the Twin Cities area.

As tensions escalated in Minnesota, a second shooting involving federal officers took place in Portland, Oregon, where two people were wounded outside a hospital. The Minneapolis shooting has similarly been characterized by federal officials as an act of self-defense, with Homeland Security Secretary Kristi Noem and other Trump administration officials suggesting Good used her vehicle as a weapon.

Vice President JD Vance called the shooting justified, describing Good as a “victim of left-wing ideology” and stating, “I can believe that her death is a tragedy while also recognizing that it is a tragedy of her own making.”

Local officials in Minneapolis have rejected this narrative. Mayor Jacob Frey bluntly called the self-defense argument “garbage,” citing video recordings of the incident.

The shooting occurred during the second day of what Homeland Security describes as its largest immigration enforcement operation ever, with more than 2,000 officers deployed to the Twin Cities and reportedly over 1,500 arrests made. The operation has drawn significant scrutiny, particularly in Minneapolis, a city still grappling with the aftermath of George Floyd’s 2020 killing by police.

Good’s death marks at least the fifth fatality tied to immigration sweeps since Trump returned to office, sparking protests across major U.S. cities. “We should be horrified,” said protester Shanta Hejmadi. “We should be saddened that our government is waging war on our citizens.”

A jurisdictional dispute has emerged over who will investigate the Minneapolis shooting. The Minnesota Bureau of Criminal Apprehension reported that the FBI and U.S. Justice Department declined to work with state authorities, effectively ending Minnesota’s role in determining if crimes were committed. Secretary Noem has maintained that the state has no jurisdiction in the matter.

Governor Tim Walz has demanded state involvement in the investigation, emphasizing that Minnesotans would find it “very difficult” to accept the legitimacy of a federal-only investigation. Mayor Frey echoed these concerns, telling the Associated Press, “We want to make sure that there is a check on this administration to ensure that this investigation is done for justice, not for the sake of a cover-up.”

Bystander videos of Good’s killing have been crucial in fueling public outrage. The footage shows an officer approaching an SUV stopped across a road, demanding the driver open the door. As the Honda Pilot begins moving forward, a different ICE officer standing in front pulls his weapon and immediately fires at least two shots at close range before jumping back. After the shooting, the SUV crashes into parked vehicles before coming to a stop.

Though not officially named by Noem, records obtained by the Associated Press identify the agent who shot Good as Jonathan Ross, an Iraq War veteran with nearly two decades of service in Border Patrol and ICE. According to a Homeland Security spokesperson, Ross was injured last summer in Bloomington, Minnesota, when his arm became stuck in the window of a vehicle as a driver attempted to flee arrest on immigration violations. That driver was later convicted of assaulting a federal officer with a dangerous weapon.

As federal operations continue and investigations proceed, Minneapolis residents have established makeshift barricades near the shooting site, creating a memorial space with fires burning in metal drums to keep visitors warm in the frigid Minnesota winter.
