A recent study suggests that X’s community-driven approach to combating misinformation is showing promising results, despite initial skepticism from critics and industry observers.

Community Notes, the peer-based system implemented by X (formerly Twitter) to flag misleading content, appears to be effectively discouraging users from posting false information, according to research conducted by Huaxia Rui and colleagues at the University of Rochester’s Simon Business School.

In a recent interview on the National Press Club’s “Update-1” podcast, Rui, who holds the position of Xerox Professor of Information Systems and Technology, discussed the findings with podcast team co-chair Adam Konowe. Their conversation revealed how this crowd-checking mechanism is creating a “chilling effect” on those who might otherwise spread misinformation.

The study represents one of the first significant academic evaluations of Community Notes since its implementation. When X introduced the system, many tech analysts and media watchdogs expressed doubts about whether a user-driven approach could effectively combat the spread of false information on a platform known for rapid content dissemination and viral misinformation.

Community Notes works by allowing selected users to attach context and corrections to posts they believe contain misleading information. These annotations become visible to all users once they receive positive ratings from a diverse group of contributors, theoretically preventing partisan control of the fact-checking process.

“What we found most interesting was the preventative aspect,” Rui explained during the interview. “Users who had their posts flagged were significantly less likely to share similar misleading content in the future, suggesting a behavioral change rather than just a remedial effect.”

The research comes at a critical time for social media platforms, which have faced mounting pressure from regulators, advertisers, and users to address the proliferation of false information. Traditional centralized fact-checking approaches have been criticized both for potential bias and for insufficient scale to address the volume of content on major platforms.

X’s approach represents a departure from methods employed by other major platforms like Facebook and YouTube, which rely more heavily on a combination of artificial intelligence and partnerships with professional fact-checking organizations. The peer-based model potentially offers advantages in terms of scale and community buy-in, though concerns about consistency and standards remain.

Media analysts note that the findings have significant implications for journalists and communication professionals who increasingly rely on social media platforms as sources of information and channels for distribution.

“This research suggests that crowd-based approaches can be part of the solution to our misinformation crisis,” said Claire Wardle, a misinformation researcher not involved in the study, when asked about the findings. “But it doesn’t mean we can rely entirely on users to police content—it needs to be part of a broader strategy.”

The study also examined whether Community Notes might inadvertently silence legitimate speech or be weaponized against certain viewpoints. According to Rui’s research, there was little evidence of systematic bias in how notes were applied, though he acknowledged the need for ongoing monitoring.

For X, which has faced criticism over content moderation policies since its acquisition by Elon Musk, these findings provide some validation for its approach. The company has frequently cited Community Notes as a cornerstone of its strategy for addressing misinformation while attempting to maintain what it describes as a commitment to free speech principles.

As social media platforms continue to evolve their approaches to content moderation, the research suggests that engaging users in the process may prove to be an effective component of broader strategies to combat misinformation online, with potential applications beyond X to other social media environments.
