Ukrainian Media Evolution in 2025: AI Adoption and Survival Tactics Reshape Industry

Ukraine’s media landscape underwent significant transformation in 2025, with industry professionals identifying artificial intelligence adoption and migration to social platforms as key survival strategies amid ongoing war challenges. According to a comprehensive survey conducted by the Institute of Mass Information (IMI), these changes reflect necessity rather than innovation.

The IMI survey of 193 media professionals across Ukraine revealed ten defining trends that shaped the country’s media industry last year, with most changes driven by financial pressures and staffing shortages rather than creative initiatives.

Generative artificial intelligence emerged as the most prevalent trend, reported by 80% of respondents. Rather than representing strategic innovation, AI adoption has primarily served as a stopgap measure to address critical staffing shortages, overwhelming workloads, and limited financial resources within newsrooms.

Nearly half of respondents (47%) noted traditional news outlets shifting operations to social media platforms. This migration represents a fundamental business strategy as media organizations follow their audience and advertisers to platforms like YouTube, TikTok, Instagram, and Telegram. While this shift allows media outlets to maintain connections with their audience, it often forces content adaptation that doesn’t always enhance quality.

This trend directly connects to the third observation – audiences and advertisers themselves abandoning traditional media channels for social platforms, cited by 46% of respondents. Media organizations are essentially following the money trail as their key partners and revenue sources migrate to digital spaces.

Video-based content formats saw significant growth, with 41% of respondents highlighting this trend. IMI analysts attribute this development to social media algorithm priorities, audience fatigue with text-heavy content, and intensifying competition for attention spans.

A concerning trend identified by 40% of respondents was the rise of emotionally manipulative and sensationalistic content. IMI analysts expressed alarm at this development, noting that emotional hooks are increasingly being prioritized over journalistic standards of quality and balance.

The proliferation of disinformation and psychological operations was flagged by 38% of respondents. This trend reflects a particularly troubling evolution in Ukraine’s information landscape, as AI-generated deepfakes become more sophisticated, cost-effective, and difficult to identify – a challenge made worse by audiences lacking the specialized skills to detect such manipulation.

Content plagiarism and theft were highlighted by 32% of media professionals, attributed primarily to fierce competition for audience attention and the popularity of Telegram, where copyright protections are virtually nonexistent.

A concerning 21% of respondents reported an overall decline in content quality. IMI analysts linked this deterioration to the industry’s financial crisis, with resource constraints preventing outlets from producing exclusive material. This has resulted in news feeds dominated by reposts and recycled content, while original reporting is often relegated to social media where journalistic standards are less stringent.

The shutdown of news outlets emerged as a defining industry challenge, cited by 19% of respondents. This unusually high figure stems from several factors: the abrupt reduction or elimination of US funding, the ongoing impacts of full-scale war, and a worsening staffing crisis that has made stable operations impossible for some outlets despite existing demand.

The survey also revealed a troubling 14.5% increase in covert promotional content, particularly political advertising disguised as legitimate news. This trend correlates with separate IMI monitoring studies and reflects heightened pressure on financially vulnerable media outlets from political forces seeking to place unmarked political advertising.

Despite these challenges, respondents did identify some positive developments, though none reached the top ten. These included the growth of niche and local news outlets (12%), increased transparency (12%), and improved content quality in some areas (8%).

The IMI survey, conducted between December 8, 2025, and January 5, 2026, represents input from journalists and editors across all Ukrainian regions, with a gender breakdown of 74.6% women and 25.4% men. This analysis follows earlier IMI reports examining broader industry challenges and press freedom conditions in Ukraine during 2025.
