Pennsylvania has launched a legal battle against Character Technologies Inc., alleging that the company’s AI chatbots are illegally posing as medical professionals and misleading users into believing they are receiving legitimate medical advice.
The lawsuit, filed Friday in the Commonwealth Court, seeks to prevent Character.AI’s chatbots from “engaging in the unlawful practice of medicine and surgery” without proper licensing or credentials. This action represents one of the first major state-level challenges to AI companies regarding professional impersonation.
According to court documents, an investigator from Pennsylvania’s professional licensing agency created an account on Character.AI and searched for psychiatry-related chatbots. The investigation uncovered numerous AI characters presenting themselves as medical professionals, including one that explicitly identified itself as a “doctor of psychiatry” licensed to practice in Pennsylvania.
The state alleges this character proceeded to conduct a medical assessment of the investigator, creating the false impression that users were interacting with a licensed medical practitioner rather than an artificial intelligence system.
“Pennsylvanians deserve to know who — or what — they are interacting with online, especially when it comes to their health,” Governor Josh Shapiro said in a statement. “We will not allow companies to deploy AI tools that mislead people into believing they are receiving advice from a licensed medical professional.”
The lawsuit highlights growing concerns about AI systems that blur the line between automated interactions and professional services that typically require years of specialized education, training, and state licensure. Medical professionals must meet strict educational requirements, pass board examinations, and maintain continuing education to legally practice medicine.
Character Technologies did not respond to requests for comment about the allegations.
