Police and Misinformation Failures Fueled 2022 Leicester Riots, Research Finds

A comprehensive investigation into the 2022 Leicester riots has uncovered significant failures in policing responses and the damaging impact of Hindutva misinformation that contributed to serious violence between Hindu and Muslim communities in the East Midlands city.

The study, conducted by researchers from the School of Oriental and African Studies (SOAS) and the London School of Economics (LSE), reveals how social media became a catalyst for escalating tensions, with unverified claims and fear-based messaging circulating widely online. Drawing on interviews and surveys with more than 300 local residents, the report, titled “Better Together: Understanding the 2022 Violence in Leicester,” identifies how misinformation “acted as an accelerant throughout the unrest” by deepening communal divides and eroding trust.

Researchers found that viral posts often alleged attacks on religious groups or places of worship that were later proven to be misleading or taken out of context. The digital environment allowed these narratives to spread rapidly, creating a feedback loop that encouraged street mobilization and confrontation.

The investigation also points to the influential role of external ideological forces, particularly Hindutva nationalist narratives originating from India. These external influences significantly distorted local perceptions of events in Leicester, importing overseas political tensions into a British context.

According to the report, the groundwork for the unrest was laid earlier in 2022, with tensions rising after celebrations following an India-Pakistan cricket match. Demographic changes in Leicester over the past two decades also played a role, with migration from India’s Daman and Diu region bringing Hindu families into neighborhoods historically populated by Gujarati Muslims.

New religious processions and public displays—including vehicle convoys and flag-waving—were sometimes perceived as politically motivated or provocative, further straining community relations.

The response from Leicestershire Police came under particular scrutiny. The report criticized authorities for failing to act promptly on warning signs that began emerging from May 2022, describing police responses as “delayed, inconsistent, and at times disproportionate.”

“During the Leicester unrest, the police suffered from intelligence gaps, poor communication, inconsistent operational decisions, and a lack of understanding of South Asian communal dynamics,” the researchers stated. This contributed to a situation where both Hindu and Muslim residents expressed significant distrust in police actions during the disorder.

In response, Leicestershire Police acknowledged the findings and indicated they would review them as part of their ongoing commitment to improvement. The force stated that they have since strengthened neighborhood policing teams and increased cultural awareness training to better serve Leicester’s diverse communities.

One of the report’s most significant findings relates to the role of overseas political narratives in amplifying local tensions. Disinformation linked to Hindu nationalist networks in India contributed substantially to polarization in Leicester, demonstrating how international political dynamics—particularly those tied to India-Pakistan relations and Hindu-Muslim identity politics—can influence community relations in British cities.

This conclusion aligns with a previous report from the UK Indian Muslim Council, titled “Community Tensions, Hindutva, & Islamophobia,” which similarly identified the sectarian Hindutva ideology as a key instigating factor in the unrest.

The researchers warn that trust between communities remains “profoundly fractured” and that further violence could occur without sustained intervention. They recommend increased investment in youth services, improved community-led policing approaches, and stronger strategies to counter online misinformation. The report also calls for clearer political leadership that rejects sectarian campaigning while promoting a shared civic identity across religious lines.

Juan Méndez, the human rights lawyer who chaired the research panel, emphasized that their aim was not to assign blame but to understand the escalation of tensions. “The events of 2022 were deeply traumatic for many residents,” he noted. “Much depends on how young people work better together.”

While Leicester has largely returned to calm, the report concludes that the unrest exposed significant vulnerabilities within one of Britain’s most diverse cities. The events demonstrated how quickly local tensions between Hindu and Muslim communities can escalate when misinformation, political narratives, and institutional failures converge—a warning for other diverse communities across the UK.
